Page 4 of 4 (i) This is a combined synopsis/solicitation for Plate Dispenser with 3 silo, BRAND NAME OR EQUAL, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. Simplified Acquisition Procedures IAW FAR 13 will be used. (ii) The solicitation number is 36C26018Q0148 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (iv) This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses and the associated NAICS 333318 code has a small business size standard of 1000. The business has been verified for ownership and control pursuant to 38 CFR 74 and is so listed in the Vendor Information Pages database, (https://www.vip.vetbiz.gov); and The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The vendor shall provide new items ONLY; no remanufactured or 'gray market' items. All items must be covered by the manufacturer's warranty. (xvi) For information regarding the solicitation, please contact Jared Zinsmeister at jared.zinsmeister@va.gov Insert (A) Salient Characteristics Equipment will be a convection heater plate dispenser with 3 silos. Each silo will hold (75) 9 china plates Must have one year parts and labor warranty Dimensions will be: length of = 45 depth of </= 24 height of </= 43 Equipment will sit on 4 swivel casters, 2 of which have breaks; the wheels will have non-marking cushion tread. The casters will have sealed bearings for reduction of maintenance and increased maneuverability. Casters will be 3 ½ in diameter Equipment will operate using 4800 watts, 23.1 amps, 60Hz 208 Volts. Equipment will use a NEMA 6-30P on a 10 cord. Equipment will have a cord wrap on the side that is easy to use. Equipment will weigh </= 320# Equipment will be constructed of 18-guage 300 stainless steel. The inner wall of the cabinet will be constructed of 0.063 high strength aluminum. All sides and top of cabinet are to be insulated with superior rated insulation for heat retention and energy efficiency. Each silo will have a latchless hinged lid. Equipment will have a safety open lid catch to prevent accidental lid closure. Equipment will have self-leveling dispenser mechanisms constructed of 304 stainless steel with springs that are isolated to protect from excessive and prolonged heat and therefore premature stretching. Equipment springs will be adjustable in the field without tools to accommodate a wide variety of plates. Each silo accommodating plate sizes 7.5 to 10.25 in diameter but factory set to 9 plates. Equipment will have a simple controller allowing one to adjust the cavity temperatures from 140 degrees F to 330 degrees F. Equipment will come factory preset for 210 degrees F for the first 90 minutes then drop to 180 degrees F. This heating system will be thermostatically controlled, using forced air to heat the cabinet for a combined 4800 watts.
