- The contemplated Invitation for Bids (IFB), 140P4318B0002, will consist of Roof Replacement and Exterior Repairs to Buildings 409 and 410. Location of Work: The location of this work is within the Fort Hancock and the Sandy Hook Proving Ground National Historic Landmark District, part of the Sandy Hook Unit of Gateway National Recreation Area; The buildings are located off Hartshorne Drive in Highlands, New Jersey. The order of magnitude for this project is estimated to be between $500,000 and $1,000,000. Tentative date for issuing the IFB is on or about February 02, 2018. Tentative closing date of the IFB is on or about March 05, 2018. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 07/01/2018. The time stated for completion shall include final cleanup of the premises. Plans will be available for inspection without charge as attachments to the IFB. Requests for the Invitation for Bids shall be directed to view the entire IFB on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. Award is restricted to small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code: 238160, Roofing Contractors (SBA size standard $15.0 Million). The contemplated IFB will utilize FAR Part 14, Sealed Bidding. Dept. of Labor, Construction Wage Rate General Decision Numbers: NJ170037 shall apply. Solicitation documents, including technical data, will be available free of charge through the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. All responsible sources may submit a bid which shall be considered by the agency.
