- N00164-18-S-NB36 - PRE-SOLICITATION CONFERENCE/SOURCES SOUGHT - MK15 SNIPER RIFLE TRIGGER ASSEMBLY - FSC 1005 - NAICS 332994 Anticipated Issue Date: 18 JAN 2018 - Closing Date: 16 FEB 2018 - 2:00 PM EST SPECIAL NOTICE - PRE-SOLICITATION CONFERENCE/ SOURCES SOUGHT: The Government is issuing this Request for information (RFI) as part of a market survey in accordance with FAR 15.201 to determine the availability, technical capability, and logistics capability of industry to provide Naval Surface Warfare Center (NSWC), Crane Division information about a Commercial Off-The-Shelf (COTS), Non-Developmental Item (NDI), or near NDI, for a MK15 MOD1 Trigger Assembly for use in the MK15 MOD1 Sniper Rifle. The MK15 MOD1.50 caliber Sniper Rifle System is a manually operated, bolt action, precision rifle using a McMillan TAC-50 receiver. The MK15 MOD1 Trigger Assembly shall be manufactured in accordance with NSWC Crane performance specification PS-JXNL-F17-0015 dated 01 November 2016. Naval Surface Warfare Center (NSWC), Crane Division will hold a pre-solicitation conference for vendors interested in participating at Naval Surface Warfare Center, Crane Division, 300 HWY 361, Crane, IN 47522-5001. The date of the pre-solicitation conference is scheduled for 01 March 2018. Discussions will be to convey the overall approach, proposal requirements, and schedule for this program and will include a question and answer segment. There is no charge to participate, however, Pre-registration is required for each attendee. SECURITY REQUIREMENTS/RESTRICTIONS: For US Citizens, a US Federal and/or State issued ID card is required at check-in. Foreign National Visitor Requests are required no later than 01 February 2018 (provide copy of foreign national passport). Security needs at least 30-days for processing and approving facility access. It is anticipated that a Request for Proposals (RFP) will be issued in the weeks following the pre-solicitation conference. Vendors interested in attending the pre-solicitation conference must provide the company and individual name(s) of attendees, including contact information to Ms. Nicole Larkey at nicole.larkey@navy.mil and Stacy McAtee Stacy.mcatee@navy.mil no later than 16 February 2018, 2:00pm (EST). Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. This Pre-Solicitation Conference/Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested vendors in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed.
