Marine Corps Systems Command (MCSC), Portfolio Manager (PfM), Ground Combat Element Systems (GCES), Program Manager (PM) Infantry Combat Equipment (ICE) seeks information regarding industry's capability to manufacture a Berry Amendment compliant Extreme Cold Weather Cap (ECWC) that is compatible with the Marine Corps Enhanced Combat Helmet (ECH). A modular approach to the cap would be considered. Desired requirements are as follows: - Protection from cold down to -50 below zero. - Water repellency - Fast dry - Ear flaps and brim for protection from cold temperatures and driving snow Compatibility with all Mountain Cold Weather Clothing and Equipment items (Balaclava, Neck Gaitor, Face Mask, Lightweight Exposure Parka, Extreme Cold Weather Parka, Snow Camouflage Parka, and Enhanced Combat Helmet) - Lightweight The Marine Corps will use the results of this announcement to determine what capabilities currently exist in the marketplace that meet the Government's requirements outlined above. If testing supports adoption of the ECWC, it would be issued from the USMC Individual Issue Facility (IIF). Basis of issue (BOI) will be 1 pair per Marine. USMC procurement quantity (AAO) will be 41,000. Sustainment quantities will be established.
