- This is not a Request for Project Proposal; this announcement is solely for publicizing an intent to modify the Defense Arsenal Automotive (DA2) Other Transaction Agreement (OTA) W56HZV-16-9-0001 awarded on 21 September 2016. The Government intends to modify the existing scope of the DA2 OTA to the following: 1. To encourage non-traditional defense contractors, including southeast Michigan commercial automotive manufacturers, to engage with the U.S. Army in a collaborative research environment, allowing the U.S. Army Tank Automotive Research and Development and Engineering Command (“TARDEC”) to leverage technological advancements. The Parties agree that other organizations and agencies within the Department of Defense may participate in the collaborative activities of this Agreement through a memorandum of agreement, or interagency agreement with TARDEC. 2. The Government, pursuant to 10 U.S.C. 2371(b), and in conjunction with the DATC, shall perform a coordinated research and development program to develop prototype warfighter technologies. Under this agreement and associated awards and DATC Project Agreements, the Government, along with the non-government members from DATC, shall perform coordinated planning and research and development prototype efforts that are “directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces.” 3. Prototype efforts under this Agreement may include a preliminary pilot, test, evaluation, demonstration or agile development activity used to evaluate the technical or manufacturing feasibility or military utility of a particular technology, process, concept, end item, hardware, software, effect, or other discrete feature of manned or unmanned air, ground, and water warfighter systems, subsystems, components, materials, methodology, technology, or processes. 4. Prototype efforts may include further development and maturation of warfighter concept designs and prototype technologies to demonstrate manufacturing feasibility and or military utility. 5. Prototype efforts will provide physical, tactical, and operational performance improvements to military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces.
