Description
The Chief Financial Officers Council (CFOC), in coordination with the General Services Administration's (GSA) United Shared Services Management (USSM) office, is hosting a virtual general session on February 8, 2018 and market research days (vendor demonstration) on February 13-15, 2018, to learn more about financial system solutions, as defined in Appendix D of the Circular A-123 and found below: "The financial system is an information system or set of applications that comprise the accounting portion of the financial management system that maintains all summary or detailed transactions resulting from budgetary and proprietary financial activity. The financial system encompasses processes and records that: ●Identify and record all valid transactions; ●Describe on a timely basis the transactions in sufficient detail to permit proper classification of transactions for financial reporting; ●Measure the value of transactions in a manner that permits recording their proper monetary value in the financial statements; and ●Determine the time period in which transactions occurred to permit recording of transactions in the proper accounting period." Additionally, the solution should meet the parameters outlined below. 1.Support multiple tenants within a single service instance and scales on-demand to accommodate phase in service for up to 2.5 million users. 2.Automatically pushes upgrades, patches, and security updates to all customers (e.g., customers cannot elect to stay on an older version of the solution). 3.Offer mobile-friendly interface options or follow a responsive design methodology. 4.A software publisher who creates and owns the source code and intellectual property that constitutes the solution or an entity that has a contractual relationship/partnership with the software publisher. 5.Satisfy operational, financial, policy, and technical criteria as determined by the Federal Integrated Business Framework (FIBF) and the Office of Management and Budget (OMB). 6.Securely hosted over internet and accessed through web browser. Additionally, vendors should use the 120-minute time slot on Market Research Day to demonstrate and emphasize the solution's: ●Ability to handle requirements via configuration (i.e., without creating new code/a new instance). Vendors may want to provide a list/chart of configurable items and demonstrate the most commonly used configurations; ●Pricing considerations to include deployment and transition costs; ●Barriers to being effectively delivered in the federal government; ●Ability to adapt the solution to changing requirements and continuously provide better customer service and quality through innovation; and ●Success with federal/state/local governments or customers of similar size (e.g., private sector companies). Virtual General Session, Thursday, February 8, 2018 The 90-minute virtual general session will be held on Thursday, February 8, 2018, where representatives from the Government will discuss the current financial system solutions' challenges in the Federal Government and the desired future state. The virtual general session will begin at 10:30am Eastern Standard Time (EST). Additionally, more detailed logistical instructions for the market research days will be shared. The virtual general session is open to any vendor, regardless if the vendor is presenting at the market research days, and will be limited to five representatives from each vendor. If you are planning to conduct a demonstration during the market research day, it is highly encouraged that you attend the virtual general session. Market Research Days, Tuesday, February 13-Thursday, February 15, 2018 Vendors whose financial system solutions meet the parameters listed above and are interested in showcasing their financial system solutions to members of the Federal Chief Financial Officer (CFO) and Chief Information Officer (CIO) communities are invited to bring up to five representatives to conduct a demonstration. It is strongly recommended that technical experts, familiar with the capabilities, implementation and use of the solution, conduct the demonstration. All representatives must register in advance at the link below. Vendor representatives will not be able to attend the demonstrations of other vendors. USSM reserves the right to assign vendors to any timeframe; however, specific day preferences will be collected during registration.
