Description
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to issue a competitive solicitation to provide testing and analysis of new and used oil samples, storage of samples, analysis and quality assurance of test results, related data management and transfer, and supply and shipping of sample bottle kits for all US Navy ships. The resultant contractor shall be responsible for supplying sample bottle kits and shipping costs, testing and analysis of oil samples, quality assurance of test results, storage of samples for a retain period, and related data management and transfer for all new and used lube oil testing during the term of this Contract. The contractor shall provide complete, accurate, and timely results. The contractor shall ensure that test results are verified to be accurate using analytical techniques or current industry methods. The contractor shall have the capacity to process a minimum of 350 samples per day under this contract. The normal volume of samples is estimated to be 130 samples per day. Results must be available two (2) days after receipt of samples. The contractor shall be a certified new and used oil sampling laboratory that, at a minimum, is certified in accordance with ISO-9000 or ISO 17025 and participate in American Society for Testing and Materials (ASTM) Proficiency Test Programs. The contractor shall have a quality control plan to maintain the quality standards for all services. The quality control plan shall be implemented upon contract award. The contractor is responsible for conforming to its quality control plan and processes to ensure proper performance and correct any deficiencies that may occur. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
