Description
The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Vaccine Research Center (VRC) intends to negotiate on an other than full and open basis the purchase of a statistical software package which helps advance the analysis (via Pestle and Spice) of flow cytometry data, This software is manufactured by Flow Jo LLC, 385 Williamson Way, Ashland, OR 97520. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20814. Period of Performance: One Year from Award Date The VRC is developing vaccines for HIV, Ebola and potentially, other diseases. The VRC's immunology section is involved in a number of projects that require molecular and cellular analysis of HIV-specific CD4 and CD8 T cells. In order to understand the complete T cell response in a HIV vaccine setting, we use a panel of standardized conjugated fluorochrome antibodies to provide such information. For analysis of responses, we use flow cytometry to detect antigen specific responses. FlowJo is then used for both viewing and analyzing the output of the flow cytometry data. FlowJo was designed to import and analyze cytometry data from any type of FACS machine used to collect the data. FlowJo's strength is in analyzing whole experiments that encompass many related samples. Not only is it capable of gating and statistics, FlowJo offers a number of analysis platforms for assays involving cell proliferation, Cell Cycle Analysis, and Kinetics. This is the only software that is able to handle analysis of complex multi-parameter flow cytometry. FlowJo LLC is the only company that can offer support and has license of this software. Vendors software must be capable of working with the FlowJo files and have the ability to export data to be further analyzed by Pestle and Spice analysis. No substitutes allowed. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
