Description
This acquisition is for a four (4) year Indefinite Delivery, Indefinite Quantity contract, consisting of a Base Year and Three One-Year Option Periods. The National Stock Numbers associated with this acquisition Include: 1.) 8475-01-533-3483 2.) 8475-01-533-3417 3.) 8475-01-533-3545 4.) 8475-01-533-3547 5.) 8475-01-533-3419 6.) 8475-01-533-3376 7.) 8475-01-533-3543 8.) 8475-01-533-3418 The item is to be made in accordance with MIL-DTL-32147, dated 30 June 2004; drawing #3769AS130 Rev C, dated 03 July 2007; drawing #1370AS502, Rev R, dated 13 Feb 2014. All material shall be contractor furnished. First Article Testing (FAT) and Production Lot Testing/Inspection are required. This solicitation will be issued as a 100% Small Business Set-Aside. The Base Year and the Three One-Year Option Periods will consists of a guaranteed minimum quantity of 450 pair; annual estimated quantity of 1,800 pair; and an annual order limitation quantity of 2,250 pair. Deliveries are F.O.B. Destination and the destinations are Lansing, MI and Austin, TX. To ensure timely delivery and a quality product, this acquisition will be procured using Best Value / Source Selection procedures. The use of "Best Value" procedures will allow the Government to comparatively evaluate technical merit as well as cost or price to select the source which demonstrates the highest probability of successful performance at a reasonable price. This acquisition will be negotiated since best value procedures are being used and there may be a need for discussions. This acquisition will use the Tradeoff Process in accordance with DoD Source Selection Procedures, dated March 31, 2016 and FAR 15.101-1 for award. The Source Selection Plan Supplement to this document addresses the award criteria. The Non-Cost - Price Evaluation Factor to be utilized under this instant acquisition is: 1.) Past Performance - Performance Confidence Assessment* a. Recency b. Relevancy c. Quality and Delivery Performance - Quality of Items - Delivery Performance *Note: The Recency aspect, Relevancy aspect and Quality and Delivery Performance aspect are of equal importance. Under the Quality and Delivery Performance aspect, the elements of quality of items and delivery performance are of equal importance. The estimated solicitation release date is March 1, 2018.
