Description
SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W912NS-18-Q-2010 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. This procurement is posted at a small business set aside. The NAICS code is 722320 and the small business size standard is $7,500,000.00. The following commercial items are requested: Appropriate changes to menu may be made, but must mimic the minimum portion requirements for each meal per the attached statement of work: Cutlery, paper plates, cups, knives, forks, spoons, etc. will be provided by the National Guard Unit and only serving utensils shall be provided by the contractor. All meals shall be delivered to BLD 106, 5110 Port Chicago Hwy, Concord, CA 94520. This will be a Firm Fixed Price Contract, transportation, gratuity and all necessary condiments must be included in the price of all meals. Award will be a firm-fixed price purchase order. Basis of Award will be Lowest Price Technically Acceptable. The Missouri National Guard reserves the right to look at past performance, references, and SBA certificate of competency before finding technically acceptable. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Payment will be invoiced and paid through Wide Area Work Flow (WAWF). This requirement is not funded at this time. Short Award Authority has been granted IAW AFARS 5101.602-2(A)(ii). (In accordance with AFARS 5101.602-2(a)(ii)(A), this requirement is included or provided for in the financial plan for fiscal year 2018. This accounting classification will be (redacted). This statement is not a commitment of funds.) The total number of breakfast and dinner meals requested are in attached Purchase Description. Please see "statement of work" for the calendar of how many meals per day are needed for this RFQ. 220TH MTB MOTCO CATERED MEAL QUOTE REQUEST The Missouri National Guard will need catered meals as follows. We would like to request what your fee would be to cater and deliver meals to the stated location for delivery and drop off. Unit: HHD, 220th Motor Trans Battalion Delivery Location: 410 Norman Ave, Concord, CA 94520 Date: 01 March - 15 March 2018 Requirement: Breakfast and Dinner Catered Meals CLIN: 0001: 3,611 EA Dinner Meals, Serving time 1800 or 6:00 pm CLIN: 0002: 3,611 EA Breakfast Meals, Serving time 0500 or 5:00 am Expectation is that meals are differing or on longer periods rotated. Each meal for the Missouri National Guard MUST meet a minimum serving portion as indicated in the examples below. Appropriate changes to menu may be made, but MUST meet the minimum portion requirements for each meal: BELOW MEAL EXAMPLE MEETS MINIMUM: BREAKFAST MEAL EXAMPLE MINIMUM: Grab-bag/to-go bag including one breakfast sandwich (One Egg, Bacon (2 slices) OR Sausage (1 patties), 1 slice of cheese on croissant or bread or in a wrap), fruit bar or fruit bowl (1 serving), Milk (8oz) AND Juice (6oz) and coffee in warm container and disposable cups with lids. DINNER MEAL EXAMPLE MINIMUM: Salad (1 cup), 6-8 ounces of cooked meat or entrée. Potato - baked/mashed/buttered (1 cup), Vegetables (1 cup ea.), Dessert more complex than pudding or cookies, (for example: store bought cake or pie or something similar) (8oz) AND Coffee (6oz) AND Tea (8oz), Milk (8oz) Bread (1 slice) AND Butter. SPECIAL REQUIREMENTS: 1. ALL MEALS TO BE DELIVERED TO THE MISSOURI NATIONAL GUARD, HHD, 220TH MTB, LOCATED AT: Military Ocean Terminal Concord, BLD 106, 5110 Port Chicago Hwy, Concord, CA 94520. 2. PREPARATION OF THE FOOD TO OCCUR OFF SITE (PROVIDED BY THE VENDOR) AND TRANSPORTED TO THE DELIVERY LOCATION. 3. SERVING WILL BE PROVIDED BY THE UNIT. Vendor to provide a minimum 25 TO-GO PLATES AND CUTLERY PER DAY. Remaining FLATWARE / PERSONAL CUTLERY (CUPS, UTENSILS, PLATES, NAPKINS/PAPER TOWELS, SPOONS, ETC.) WILL BE PROVIDED BY THE UNIT. 4. KITCHEN FACILITIES WILL NOT BE AVAILABLE FOR USE IN PREPARATION OF FOOD. 5. PREFERRED BREAKFAST IS AN INDIVIDUAL GRAB-BAG/TO-GO BAG. 6. ACCESS TO BASE IS RESTRICTED TO PRE-APPROVED PERSONNEL ONLY.
