- The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the U.S. Army Medical Research and Materiel Command (USAMRMC), is issuing this notice of Intent to Award Sole Source. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from preparation and/or submission of data in response to this notice. The Government intends to award a sole source out of scope modification to Universal Consulting Services, Inc. This modification is initiated due to the need to increase the level of transport telemedicine support services for the U.S. Army Medical Materiel Agency's (USAMMA) Project Management Office MEDEVAC Mission Equipment (PjM MME). The major reason for the increase in the level of support is to allow USAMMA's PjM MME the ability to support USAMMA's efforts to integrate MEDEVAC equipment with MEDEVAC platforms and medics. The purpose of this modification is the continuation of an integrated technical acquisition advisory program to provide guidance to USAMMA for the development and fielding of transport telemedicine systems capabilities and other related medical technologies from the Research and Development base to production and deployment This modification will increase the level of support provided by Universal Consulting Services, Inc. in order to fulfill the following objectives: 1. Provide non-personal services to support the transition of advanced Telemedicine technologies, and other related technologies into an integrated technical acquisition program. Conduct technical, program, and acquisition management to plan, assist with the organization, direction, and control of the Information Technology (IT) lifecycle management of the Telemedicine and other related technologies. Assess the technical maturity of all identified health information systems, medical acquisition devices, and all required subsystems and designing a systems integration plan that successfully addresses transport communication, data standardization/translation, information assurance, systems security and patient privacy requirements. Ensure the acquisition lifecycle incorporates the necessary technical specifications to support the anticipated technologies and the information that will be communicated between systems. 2. Support the transition of Telemedicine technologies and other technologies into an integrated technical acquisition program. Conduct technical, program, and acquisition management responsibilities under the direction of the Contractor Program Manager to plan, organize, direct, and control the IT lifecycle management of the Telemedicine and other projects. Ensure that systems engineering and technical specifications are integrated in the acquisition lifecycle in an efficient and timely manner to support milestone decisions and approval. 3. Provide support throughout the life cycle of the program with a thorough understanding of advanced Telemedicine technologies and the environment they will be integrated into. 4. Support PjM MME in the development of acquisition / contracting documentation and analysis. Support the Government Project Manager by providing the anticipated engineering goals, metrics, and challenges for the technologies that will be procured as part of the Telemedicine integrated technical acquisition lifecycle. 5. Support the coordination of meetings, schedules, documentation and liaison with external customers in the execution of requirements for reaching major acquisition decisions on implementation, integration, and execution of Telemedicine technology fielding. Interface with USAMMA's internal and external partners, to include product vendors, congressional liaisons and other services in the coordination of requirements, specifications, and product development. Demonstrate familiarity with Army and DoD medical force structure; Army and DoD IT environment; DoD requirements determination; program planning, budgeting and execution processes; centralized acquisition strategies; integrated logistics support principles, and system engineering principles. 6. Support the goals of ongoing efforts to participate in certain flight testing and training exercises and support services under this contract to other flight training, flight test/training support and/or flight test/training service support activities. This may include new flight test/training service requirements to include flight medical examination, combat skills training, aircrew coordination training, and night vision devices training. Conduct support in compliance with the most current Programs of Instruction (POIs) and the applicable Flight Training Guides (FTGs). This out of scope modification will be issued on a sole source basis. This North American Industry Classification System (NAICS) code for this requirement is 541512 and the small business size standard is $27.5 million. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide support capable of fulfilling the objectives above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the modification will be awarded without further remark. This notice is provided solely as information to the marketplace.
