N00164-18-R-JQ54 - REQUEST FOR PROPOSAL (RFP) - Mission Software and Sensor Hardware Integration and Testing - FSC 7030 - NAICS 511210 Issue Date: 5 FEB 18 - Closing Date: 5 MAR 18 Naval Surface Warfare Center (NSWC) Crane Division intends to issue a RFP in order to award a Basic Ordering Agreement (BOA) N00164-18-G-JQ54 on a sole source basis. The BOA is intended to be issued to L-3 Technologies - ForceX, 2208 Charlotte Avenue, Nashville, TN 37203. The RFP is for Management Software (Brimstone), Advanced Geospatial Application Media Engine, and Associated Software and L-3's MX Family of Electro-Optic (EO) Sensor Hardware Integration and Test & Evaluation support. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. No other source has the technical qualification and necessary resources to neither perform the requirement described herein, nor will any other services satisfy the Government's requirements. The estimated amount of the BOA is $600,000. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 ForceX through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
