- Questions and Answers Pay Special attention to #4 Medical Support and Administration 1. Is there a specified formatted pricing spreadsheet/worksheet that the Government would like us to use for final quote submission? Answer: I do not have a format preference. I want to see the daily and total cost of each PWS task. I also want to see the line item cost of each line within the task group." In order to evaluate solicitations I need to be able to identify the daily and total cost of each PWS task, preferably by event. I have no format or form specifically, however if you would organize your costs in an easy to follow manner, by event, on a spreadsheet or on a word document, it would be appreciated. 2. What are the operational periods (times and duration) for the HRFs during the August 10-11? As we typically do in other HRF exercises, we are trying to determine best time to conduct shift change of the 75 role players. Answer: The exact shift change times have not been determined. They will be determined during exercise planning meetings between now and then. The contract documents identify standard operating times, we typically do 12 hour OP periods. 3. Does the government have time windows of when they will want the 25 rioters at Camp Williams? We can reduce cost by not having the rioters waiting around unnecessarily. Answer: The requirement and subsequent window for rioters at Camp Williams has not been determined. It will be identified by JITEC/Exercise control during future planning meetings. During our contract planning we planned on having the rioter role players come out of the 100 role players identified for the HRF EXEVAL event in August. They should not be a separate pool of role players that are standing around. 4. Will the vendor need to provide on-site medical support / administration. Answer: Yes they need to provide someone who can evaluate any role player medical needs that may arise. The military will provide a civilian EMT and an ambulance on site for any routine and emergency needs that may arise for either the role players or the military. The military will not however be responsible for any costs that may be incurred due to medical needs or emergencies to any role player during the exercise. The vendor should be insured to cover any medical expenses that may occur to any role player due to participation in the exercise. The military will be there and can be utilized if needed but will not bear the burden of any medical expenses, that will be the responsibility of the contractor / vendor. Additional answers to questions: 6. For august, most of the 100 role players will be required at UFA. 15-20 role players may be required at Camp Williams to act as angry protestors. This requirement will be determined in detail during planning meetings with Exercise Control and evaluating agency. 7. Between Verizon and AT&T, there is cell coverage. Contractor can reference UFA address with cell coverage maps. Contractor can also confirm coverage when they conduct a site visit of UFA. 8. Training diagram will be sent in a follow-up email by COB today from one of my team. All on this email will be included in that email. 9. With coordination through UFA the contractor should be able to moulage and place mannequins the evening before the events start. Once the event starts the contract can definitely place mannequins in order to be ready for the first presentation the next day. 10. Latrines will be available at both sites.
