- The Acquisition Services Directorate is soliciting RFP 140D0418R0011 Oracle Federal Financial (OFF) System Support for the Financial Management Line of Business (FMLoB), A Federal, Financial, Shared Service Provider (FFSSP), Interior Business Center (IBC) U.S. Department of the Interior (DOI) as contained in the attached solicitation documents. This solicitation includes a partial small business set-aside. If you are interested in this solicitation, Offeror's are notified to read the attached RFP documents thoroughly and submit your proposal accordingly. RFP Documents: 1. In accordance with FAR 9.504, the contracting officer has conducted an analysis in order to identify and evaluate a potential organizational conflict of interest (OCI) or the appearance of an OCI as potentially created by the exclusion from future competition clause under BPA call D15PB00042. The CO has determined an OCI does not exist under BPA call D15PB00042. However, to avoid, neutralize, and mitigate a perceived or potential conflict prior to contract award and in accordance with FAR 9.503, a waiver has been issued by the DOI, IBC Head of the Contracting Activity.
