- A00001 to RFQ 36C26218Q0244 AMENDMENT (A00001) OF RFQ 36C26218Q0244 ORTHOTIC SUPPLIES AND RELATED SERVICES; VAGLAHS All of AbiliLife s products are off-the-shelf orthotics and do not require an Orthotist according to CMS Section 1847(a)(2) of the Social Security Act (https://www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/DMEPOSFeeSched/OTS_Orthotics.html). As such, AbiliLife does not have a full-time Orthotist on staff. We do, however, have credentialing for our firm from BOC as well as CMS which will be attached to our response. Q: Does the solicitation require an explanation as to why there is not a full-time Orthotist on staff? A: No explanation is required in the solicitation. Without a full-time Orthotist on-staff and available at the required locations the Offeror cannot qualify to provide the Orthotic services needed by VAGLAHS. There are some questions embedded within the 121-page solicitation where Offerors are prompted to check boxes (e.g., page 95 section E.1 B). Q: Should offerors submit the entire solicitation with the sections completed directly in the solicitation document? A: Yes, Offerors should submit the entire solicitation document with the proposal. Offerors proposals are to be submitted in hard copy, clearly marked with RFQ 36C26218Q0244. Contractors will provide two (2) hard copies of the offer and one (1) CD or thumb drive with an electronic version of the offer either in a Microsoft Word or Adobe PDF readable format. All AbiliLife's patient records are kept in a third-party cloud software system which abides by HIPPA regulations as well as the Privacy Act. Q: Are we required to provide technical information about the third-party software that we use for patient data? A: If an Offeror provides this technical information, the Offeror would be considered lower-risk. Q: For the Offeror s pricing, does CMS pricing pertain to Medicare Allowable or the Ceiling Rate?
