The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 611310. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. Michael E. DeBakey VA Medical Center 2002 Holcombe BLVD Houston, TX 77030 (Draft) STATEMENT OF WORK CHEP CONTRACT FY18 SCOPE. The South Central Mental Illness Research, Education, & Clinical Center (SCMIRECC) Training Residents in Psychiatry Scholarship (TRIPS) program was developed to give residents early exposure to research and mentorship, increase the number of psychiatry residents entering post-residency research training fellowships in Veterans Integrated Service Network (VISN) 16, and encourage research careers within the Department of Veterans Affairs. The program accepts scholars (PGY-2 residents) each year from affiliated departments of psychiatry (University of Mississippi Medical Center in Jackson, MS; University of Arkansas for Medical Sciences in Little Rock, AR; Tulane University School of Medicine in New Orleans, LA; Baylor College of Medicine in Houston, TX; Louisiana State University in Shreveport, LA; and University of Oklahoma Health Sciences Center in Oklahoma City, OK), University of Texas (UT), assigns them a mentor, provides education regarding academic and research careers, and supports their attendance to at least one research conference. Contractor Shall offer and facilitate educational offerings to all VA employees and other participants as required. All educational offerings will be either patient- or employment related. Employment-related activities will be designed to improve performance of current duties; assist in maintaining or gaining specialized proficiencies or expanding the understanding of advances or changes in patient care, technology, or health care administration. The Training Residents in Psychiatry Scholarship (TRIPS) program aims to increase the number of psychiatry residents entering post-residency research training fellowships in VISNs 16 and 17. It also increases the visibility of the SC MIRECC, improves resident perception of VA and careers within VA, and recognizes residents with research interests and promise TRIPS awardees are psychiatry residents who are selected in their second year of training by department chairs or residency training directors. The awardees attend medical schools in VISN 16 or 17. Awardees are assigned a career mentor who keeps them up-to-date on research opportunities relevant to their interests, attend a national scientific meeting, and receive a stipend for books or tuition. Responses Requested: The MEDVAMC requires the following questions answered in this RFI: Questions that are not answered shall be considered non responsive to the Request for Information. Is the contractor a CHEP authorized vendor with certified technicians to meet all government requirements and objectives. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. Provide in your capability statement a list of active contracts for commercial, federal, state, and local governments. List of Contracts shall provide communication on the government requirement illustrating the capability for comparison. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Statement of Work and your experience managing similar contracts with similar requirements for the MEDVAMC. Opportunity: The MEDVAMC, is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives. Instructions and Response Guidelines: RFI responses are due by 5 February 2018 at 11:00 am (EST); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to bailey.long@va.gov All Questions shall be submitted by 1 February 2018 at 11:00 pm (EST) via email to bailey.long@va.gov. Telephone requests or inquires will not be accepted. The subject line shall read: 36C25618Q9151 CHEP Annual Service Contract. NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(g). Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as "market research" and will not be released outside of the MEDVAMC Purchasing and Contract Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it is will be synopsized in the Federal Business Opportunities (FedBizOpps) website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI, or future RFP.
