- Combined Synopsis/Solicitation C-130 Cargo Floor and Cart sets Purchase Specification CLIN structure Supply Cargo Flooring and storage cart per drawing C-130-16-003, with a quantity of 4 sets within 3 months of award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a 100% Small Business set aside. Technical Evaluation criteria is listed in the Purchase specification. This will be awarded to the Lowest Price Technically Acceptable offer. Drawings will be released upon submission of DD Form 2345 title, "Militarily Critical Technical Data Agreement."
