- DESCRIPTION OF WORK: The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to issue a sole source award to Cardno, Inc, of Lone Tree, CO as a follow up contract, for the Documentation of Basin Scale Changes in Hydrology and Sediment Transport. Cardno, Inc. is contractor of record for conducting and completing a study for the Mississippi River Geomorphology and Potamology (MRG&P) Program on changes in precipitation, water yield and sediment transport in the Mississippi River Basin over the past century. The efforts for this project is to complete detailed investigation that requires Cardno, Inc. to gather and analyze historical data sets on precipitation, flow, evaporation and sediment transport. The primary objectives of this study are to conduct additional analysis required to adequately address how flows from the major, HUC2 basins are changing relative to one another. A re-focusing of the draft report to clearly identify the major findings of the study on precipitation, flow and sediment transport in the Mississippi River Basin. This requires a complete re-structuring of the report with summaries of results at the end of each section and the bulk of the summary data and maps will be moved to Appendices to make the report more readable and concise. The Government intends to procure from only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be an Architect Engineer contact using FAR 36. Interested parties may submit their capabilities and qualifications to provide these services in writing to the identified point of contact not later than 12:00 p.m. CST on Friday, 09 February 2018. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
