Description
The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, negotiated a contract with firm fixed price provisions under FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation . In preparation for contingency operations that EOD Group Commanders support, the requirement for a one-stop training and sustainment for an enduring Parachute Proficiency Training (PPT) support service must be acquired. The PPT Course of Instruction (COI) is a consolidated training and sustainment package allowing advanced EOD Forces the ability to train and sustain a Military High Altitude Low Opening/High Altitude High Opening (HALO/HAHO) free fall capability on a scheduled basis during their Fleet Response Training Plan (FRTP). Platoon specific rotation cycles are set up to accommodate this Pre-Mission Training (PMT) prior to their Final Evaluation Phase (FEP). The PPT program is intended to sustain HALO/HAHO proficiency prior to integration with Special Operations Units. Advanced EOD Platoons are brought to a level in which they have the ability to safely integrate into Special Forces PMT like the Arch Angel Program conducted in Eloy, AZ. In summary, this PPT is a qualification and sustainment training required for all EOD personnel in order to stay within the minimum required parachute proficiency and qualification in preparation for deployment as part of their Unit Level Training (ULTRA) and based on the FRTP. The North American Industry Classification System (NAICS) code for this acquisition is 611620, with a size Standard of $7.5M. The prospective Request for Proposal (RFP) was processed as a Small Business Set-Aside. The resulting contract was awarded to: Contract Number: N00189-18-C-0014 in the amount of $7,707,600.00, Airborne Support Group, 4900 N Taylor Street, Elroy, AZ 85131-9759 The award was made for a twelve (12) month base period and four (4) twelve month option periods.
