Description
The Consumer Product Safety Commission (CPSC) intends to negotiate and issue a sole source award to the National Academy of Sciences (NAS) to develop a scoping plan for a scientific assessment of the risks of additive nonpolymetric organohalogen flame retardents (OFRs). The objective of this contract is to acquire a plan for identifying and applying accepted scientific methods for assessing the toxicity of OFRs as a class, to be used by CPSC in its rulemaking efforts, including convening a Chronic Hazard Advisory Panel. CPSC does not have the scientific or technical expertise currently to rule on the risks associated with OFRs. CPSC is authorized to enter into contracts to conduct continuing studies and investigations on the safety of consumer products and on improving the safety of such products (5 U.S. C. § 2054). Currently, the only known source for the required scientific and technical expertise is NAS. NAS is unique in its capabilities to supply services for establishing balanced committees of the nation's most distinguished scientists recognized as top national and international scientific experts. These scientific experts volunteer their services to address society's most complex and pressing scientific issues, where significant extrapolation is required to use existing data and methods to address data gaps. The resulting consensus reports are accepted nationally and internationally as comprehensive, high quality scientific technical scientific consensus reports, which can be relied on as independent, objective, and nonpartisan advice for use by regulatory agencies in support of risk management decisions. CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at csterba@cpsc.gov by 2pm Eastern Time February 9, 2018. No phone calls will be accepted.
