SOURCES SOUGHT NOTICE DESCRIPTION: This is a source sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought Synopsis only. Questions should be submitted by email to Janica.Francis@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 511210, Software Publishers (size standard $38.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this source sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following type of service: STATEMENT OF WORK VA CDI Pro & VERA Analyzer WJB Dorn VAMC INTRODUCTION/BACKGROUND: a. The Nuance VA CDI Pro Software and VERA Analyzer software will allow for better and broader use of the existing Nuance system within WJB Dorn VAMC. Portions of the implementation package will provide for assessment of current processes, including identification of bottlenecks and opportunities for improvement. CDI consultants will also analyze CDI metrics and provide on-site expert training. VA CDI Pro promotes a clinical and holistic approach to documentation that starts with physician education delivered face to face by Nuance consultant physicians and ends with a complete story of the patient s medical history. The use of VA CDI Pro software results in an immediate opportunity for the hospital to engage in real time, front end improvement of documentation, providing for an accurate patient profile that results in appropriate severity, complexity, risk of morbidity and mortality, and reimbursement for the medical center. b. The Nuance VA CDI Pro Software will allow for a compliant documentation management program, in order to improve clinical documentation throughout the facility. A real time clinical approach will be deployed in order to capture the complexity, severity, quality, and present on admission indicators. When the patient is discharged, the medical record will tell the complete clinical story of care. VA CDI pro software will assist in bridging the gap between CDS professionals and coding staff. Obtaining this software will ultimately allow CDI specialists to spend more time performing face to face physician education, engaging in real time feedback, and being a vital part of improving the healthcare record, quality of care, performance measures, and facility reimbursement. c. The newly formed Clinical Documentation Improvement Program now consists of two clinical documentation specialists (CDS) that are currently completing manual data entry, tracking, and trending daily. This process consumes approximately 40% of the CDS work day, which results in reduced efficiency of time and takes the CDS away from physician teams at the patient s bedside, real time physician interaction/education, chart reviews, and interaction with coding staff. CDS daily manual data entry not only takes away from patient care, but is also costing the facility. This manual data entry amounts to facility spending of approximately $937.50 per week per CDI. We now have 2 CDSs on board and are recruiting for two additional CDSs, which will quickly sum to $130,000 per year in facility spending, not including additional time to compile data and create reports, which will all be done automatically in VA CDI Pro d. Clintegrity VERA Analyzer Software helps target inpatient admissions that may need coding revisions or clinical documentation improvements to ensure a patient is assigned to the appropriate VERA Patient Class and Price Group. Identifying these cases and making coding changes could potentially improve the facility s ability to capture full VERA funding. Four key reports are included with VERA Analyzer: VERA Audit Detail Report automates the audit process for 26 inpatient categories reducing time to determine if coding changes should be made or if queries should be sent VERA Audit Impact Report - helps to easily determine if coding changes improve VERA funding over time. VERA Analyzer Retention Worksheet/Report monitors retention of patients in VERA Patient Classes and Price Groups to ensure adequate funding from year to year VERA Patient Listing Report - Contains the current VERA Patient Class and Price Group assigned to the patient in the facility. On an ongoing, monthly basis, a VA staff member will need to access the ARC to run an import file and update the Clintegrity VERA Analyzer database. Typically, this is someone from HIMS, Business Office, Vera Coordinator, who will also need access to VERA Analyzer to import this file. 2. OBJECTIVE: a. Nuance Staff will coordinate with Region 3 COTS to complete installation, pre-implementation, implementation, and post-implementation procedures as outlined in the attached documents provided by Nuance. b. Nuance VA CDI Pro and VERA Analyzer are additional licensing agreements to the Nuance Clintegrity software that WJB Dorn VAMC currently uses. Once installation, pre-implementation, and implementation is completed, CDS staff and designated HIMS and VERA Coordinator will be able to utilize the VA CDI Pro and VERA Analyzer tabs in the existing Clintegrity system. The CDS, designated HIMS, and VERA Coordinator are expecting to use VA CDI Pro daily and VERA Analyzer on a regular basis, as a patient record auditing tool, tracking system, and to run various reports, including potential VERA impact, CMI, DRG weights, and VERA reports. It is the expectation that Nuance staff will coordinate with VA staff throughout installation and implementation, will be available by phone for questions, will provide Nuance IT support, and will also complete the post-implementation phase after the product has been in use by VA staff for approximately 6 months. VERA Analyzer training will be completed prior to the VA CDI Pro implementation consisting of two days on site and pre- and post-training consulting with Nuance Consultants. The VA CDI Pro Post-Implementation Support Package will begin after first productive use of the VA CDI Pro system (after Week 1 of Training) and extend one year providing access to learning tools in the JATA CDMP Learning Home Page and support from WJB Dorn VAMC s Nuance CDI Client Support staff member assigned 2. PERIOD OF PERFORMANCE: Base Year & 2 One Year Option Period 3. MAJOR REQUIREMENTS: In order for the Contractor to accomplish the work under this task order/purchase order, it shall be necessary for the Contractor to complete the following tasks: Item Responsible Party Expected Date of Completion Installation of VA CDI Pro and VERA Analyzer Software Installation and system configuration will be performed remotely by the Nuance Technical Services team and will require an IRM point of contact to work with the team. One VA staff member will also need SSN level access to pull initial import files from the ARC (standard reports). Nuance IT & VA Region 3 COTS Team Within 60 days of contract award date. Interviews (remote & onsite with HIMS, QM, finance, nursing, and other key medical staff); Exit conference with leadership; Exit briefing and final assessment document delivery for VA CDI Pro. MEETINGS AND REVIEWS: See attached calendar. After pre-implementation assessment, Nuance consultants will have a meeting with executive leadership and provide a report of their findings. VA CDI Team will work with Clinical Informatics to coordinate all training times, including didactic, virtual, and on-site training. 5. TRAVEL REQUIREMENTS: Government employees will not be traveling. Nuance Reps, Consultants, and Physician will be traveling to the VA site. The cost of their travel has been included in the RMC approved quote for VA CDI Pro and VERA Analyzer. 6. CONTRACTING OFFICER'S REPRESENTATIVE (COR): a. Jerry Jones will be the COR for the initial purchase of this product. His phone number is 803-776-4000 extension 6283. The subject matter experts (SME) are Cheryl Crouse and Wendy Robinson. They can be reached at 803-776-4000 extension 7295. b. No Government personnel, other than the Contracting Officer, or designated SME, have the authority to change or alter these requirements. The COR shall clarify technical points or supply relevant technical information, but no requirements in this scope of work may be altered as a sole result of such verbal clarification. 7. REPORTS/DELIVERABLES: a. Nuance IT will coordinate with Region 3 COTS for installation of VA CDI Pro and VERA Analyzer. Nuance VA CDI Pro representatives, CDI consultants, and Nuance Physician will complete the implementation phase as outlined in the Major Requirement section above. VA CDI Pro representatives, consultants, and Physician, will be available on site or by phone at specified times as coordinated, outlined, and approved by the CDI Team in collaboration with the Wjb Dorn VAMC Clinical Informatics. b. VA CDI Pro representatives will be available by phone throughout the implementation phase, after the didactic and on-site training is complete, and will conduct a post-implementation phase review and visit. Reports generated will be presented to the WJB Dorn VAMC Executive Leadership staff. c. The VA CDI Pro Post-Implementation Ongoing Support Package provides ongoing education and support for VA CDI Pro users from the JATA CDMP Learning Home Page.   Additionally, to support the CDI program, VAMCs will have access to CDI tools and an assigned Nuance CDI Client Support Manager.   The program includes: Access to the JATA Strategy Academy which offers monthly pre-recorded continuing education sessions.   Each session covers a variety of clinical and coding topics with a certificate of completion available for each session.   JATA PSIQ educational suite for Patient Safety Indicators.   This CDI-focused PSI education provides the information needed by the CDIS to review documentation to support PSI measures.   Annual CMS Update Seminar JATA CDMP Classroom provides ongoing access to the didactic education material for continued reference by current CDI Specialists or for new CDIS hires. JATA Program Management contains tools to support a CDI program (position descriptions, tips on how to choose a CDIS, and policy examples related to a CDI program) CDI Specialist Client Services Management will assist VAMCs with: Opening client support tickets   Provide Q&A related to VA CDI Pro Direct one-on-one support from a Nuance CDIS consultant Chart audits: provide 3-5 chart audits/scenarios assistance with clarification and written responses for each client Providing CDI program monitoring for success and or improvement Direct contact and regular communication with VA CDI Team VA CDI Reports analysis Partnership with CDI management team through shared analysis and action plans Recommendations for best practices and different use of VA CDI Pro to ensure success 8. PERIOD OF SERVICE: From the date of the award of this order, installation, pre-implementation, and the implementation phase will be planned, coordinated, and completed. WJB Dorn VAMC will be transitioned to Support after implementation is complete.
