- ADMINISTRATIVE AMENDMENT: The purpose of this administrative amendment is to notify industry of the following clarifications regarding Solicitation W911QX-17-R-0003 for Administrative Support Services. As a result of this administrative amendment, there are no changes to the Solicitation and/or Solicitation attachments. The solicitation response date and time remains unchanged and will close on 06 February 2018 at 10:00AM EST. 1. A single/combined Cost Volume III shall be submitted that includes the Basic PWS pay bands, a full cost proposal for the Sample Task Order, and associated cost narratives. 2. An Offeror is permitted to submit email evidence of an adequate accounting system determination that could be validated by the cognizant DCMA office. Per FAR 16.301-3(a)(3), an Offeror's accounting system must be adequate for determining costs under cost reimbursement contracts and per FAR 42.302(a)(12), DCMA is responsible for determining the adequacy of the contractor's accounting system. A DCAA and/or third party review of an accounting system without an adequacy determination made by the cognizant DCMA Office will result in elimination from further consideration as a result of failing to satisfy the minimum requirements set forth in the Go/No-Go Criteria. 3. Any documentation submitted under previous iterations of this solicitation, prior to the most recent Amendment 0003, will not be considered. The Contractor shall submit its proposal package in accordance with the requirements set forth in Solicitation W911QX-17-R-0003, Amendment 0003. The only previous supplemental documentation that will be considered by the Government are Past Performance Questionnaires (PPQs) that qualify under the time element included in this RFP. 4. The White Sands Missile Range (WSMR) was added to the Basic PWS as a location for potential, future requirements. For proposal purposes for this solicitation, the specific labor categories in the Sample TO PWS and Appendix A Labor Categories documents are located at ALC and APG. 5. In accordance with Basic PWS Section C.4.5, a Quality Assurance Surveillance Plan (QASP) shall be described within the Recruitment and Retention Plan in the Technical Volume I. FORMAL AMENDMENT: The purpose of this amendment is notify industry of the responses to the questions regarding Solicitation W911QX-17-R-0003 for Administrative Support Services. Responses to industry questions may be found in the QA Responses (Formal Amendment 0002) excel attachment. The following documents have been amended as a result of this formal amendment and attached to this amendment: Basic PWS (revisions ONLY to Section C.3.5), Section L Instructions to Offerors, Section M Evaluation Approach, and Wage Determinations. Additionall, a copy of the SF30 has been attached to this amendment. As a result of this amendment, the solicitation response date and time remains unchanged and will close on 06 February 2018 at 10:00AM EST. FORMAL AMENDMENT: As a result of a post award protest and Corrective Action Plan, the purpose of this formal amendment is to notify industry of revisions to Solicitation W911QX-17-R-0003 for Administrative Support Services. The following documents have been amended and are attached to the subject formal amendment: SF30 Formal Solicitation Amendment 0002, Executive Summary 0002, Basic PWS 0002, Section L Instructions to Offerors 0002, Section M Evaluation Approach 0002, and the updated 2018 Wage Determinations. The contents of these amended documents shall be thoroughly reviewed. Please note, previous iterations of the Sample TO PWS, Appendix A Labor Categories, Past Performance Questionnaire, DOL WD Map, Task Order Guidelines, DD1423 CDRL, Base DD254 Draft, and DD254 Collateral Addendum shall be referenced in response to this formal amendment, as no changes were made to those documents as a result of this amendment. The closing date for this solicitation is 10:00AM EST on 06 February 2018. AMENDMENT 0007: The purpose of this administrative amendment 0007 is to notify industry of the following: 1) A revised version of the Q&A Response excel document, signed by the Contracting Officer (KO), has been attached to this FBO notice to include minor response clarifications highlighted in yellow (A07 - Formal Solicitation QA Responses (Consolidated - Revisions 0002)). Please ensure to review ALL TABS and responses within this Q&A Responses excel document. As noted in the Solicitation, Section L, the formal Q&A deadline closed on 04 January 2017; 2)The AMRDEC SAFE Recipients are the Primary and Secondary POCs listed in this FBO notice; 3) As a reminder, please ensure to review ALL ATTACHMENTS within this FBO notice, including the amended attachments that resulted from Formal Solicitation Amendment 0001 posted on 01 February 2017. As a result of this administrative amendment 0007, there are no changes to the Solicitation and/or Solicitation attachments. AMENDMENT 0006: The purpose of this amendment 0006 is to notify industry of the following: 1) The formal Solicitation Amendment 0001 has been posted(A07 - Solicitation (Formal Amendment 0001)). This formal amendment 0001 includes amendments to the following attachments in the solicitation: A07 - Executive Summary 0001, A07 - Instructions to Offerors 0001, A07 - Evaluation Approach 0001, A07 - Basic PWS 0001, and A07 - Wage Determinations 0001; 2) A revised version of the Q&A Responses excel document has been attached (minor changes in yellow); 3) Solicitation response date has been extended from 07 February 2017 to 22 February 2017. AMENDMENT 0005: The purpose of this administrative amendment 0005 is to notify industry of the following: 1) The Q&A Responses have been attached to this solicitation notice (excel document); 2) A formal amendment is forthcoming that will reflect the changes noted in the Q&A Response document and include an extension to the proposal submission due date. AMENDMENT 0004: The purpose of this administrative amendment 0004 (revision notice) is to notify industry of the following: The requirement for Letters of Intent and Letters of Commitment within Section L and Section M of the solicitation will be removed from the RFP and are NOT a requirement. The solicitation will be formally changed and reflected in a forthcoming RFP amendment. AMENDMENT 0003: The purpose of this administrative amendment 0003 is to notify industry of the following: 1) A Solicitation Amendment and Q&A Responses are forthcoming; 2) In reference to the Solicitation, Section L, (ii) Volume II - Past Performance, (5) Past Performance Questionnaire, the POC List submission deadline has been extended. The Government must receive the Past Performance Questionnaire POC list no later than 23 January 2017. AMENDMENT 0002: The purpose of this amendment is to update the Response date and time. All proposal submissions are due NLT 07 February 2017 at 10:00 AM EST, in accordance with the Solicitation. All other information remains unchanged. AMENDMENT 0001: The purpose of this presolicitation synopsis is to provide notice to industry of the Government's intent to release a formal solicitation for Administrative Support Services. This is NOT a request for proposals. ONLY QUESTIONS REGARDING THIS SYNOPSIS NOTICE OR THE ANTICIPATED SOLICITATION RELEASE ARE DUE ON OR BEFORE 11 NOVEMBER 2016, AT 3:00PM EST. The Government intends to release a solicitation for Administrative Support Services in support of the Army Research Laboratory (ARL). The contemplated solicitation will be for a Competitive 8(a) Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract in which Task Orders (TOs) will be issued to support multiple directorates within ARL across multiple installation sites. The primary functional areas for these non-personal services will include, but not be limited to, Program Management, Administrative, Technical, Security, Financial Management, Logistics, Technical Publications, Technical Library, and Graphic/Audio Visual support. The Contractor(s) shall provide the necessary personnel, supervision, materials, and non-personal services necessary to perform specific tasks in support of the ARL mission. As a Government research laboratory, ARL is responsible for basic, exploratory, and advanced research. Its mission is to create and sustain weapons-oriented basic, exploratory, and advanced technologies; to identify and eliminate technological barriers limiting development of future armament systems; and to establish and maintain expertise essential in solving technological problems in current military armament systems. The Government does not intend to use Part 12 for this acquisition.
