Description
Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold 1. Contracting Activity: Army Contracting Command-Aberdeen Proving Ground, 2133 Cushing Street, Building 61801, Fort Huachuca, Arizona 85613-7070 2. Description of Action: Approval is requested to procure a sole source procurement for a hardware/software upgrade to an existing Lansmont system for the Environmental Test Facility (ETF). The anticipated types of funds are Fiscal Year (FY) 18 Operations & Maintenance, Army (OMA) funds. This resultant contract will be a Firm-Fixed Price. 3. Description of Services or Supplies: The U.S. Army Electronic Proving Ground (EPG) currently has the existing Lansmont system for the Environmental Test Facility (ETF). The upgrade to the system will produce high quality half sine waveforms with easily variable amplitude and durations by the operator keying in the desired parameters into the touch screen interface; the system automatically sets itself to produce the required half sine waveforms. The Lansmont Opposing Force Gas Programmer (OFGP) is the most practical device to produce pulses in this duration range. The Opposing Force Gas Programmer (OFGP) is especially useful for producing long duration waveforms up to 100 ms where required pulse stroke can be up to 8 inches (20.32 cm). The Opposing Force Gas Programmer (OFGP) produces half sine - not haversine waveforms as the effective spring rate is linear. The combined effect of pressurized gas on both sides of the internal piston produces a nearly linear force vs. deflection characteristic as the assembly is impacted during a shock event. The Hardware and Software upgrade will reduce the labor and cost of the traditional way of setting up the Lansmont to produce the correct waveforms to test the various test units that come through the ETF. 4. Authority: FAR 13.106-1(b)(1) Not Exceeding Simplified Acquisition Threshold 5. Reasons for Authority Cited: Lansmont Corporation is the only manufacturer, and provider for the Opposing Force Gas Programmer (OFGP) upgrade system. On 23 January 2018, an email was received from the manufacturer stating, they are the sole source vendor for the upgrade, Item 601221-1-B with description ASSY,MAIN, MOD 103101, OFGP 10-8.5 M95D, and do not have any authorized resellers. 6. Publicizing Contract Actions: A special notice synopsis for a sole source contract was posted to the Federal Opportunities website (FedBizOpps) on 25 January 2018, and made available for public inspection and comment. The closing date for the synopsis is 30 January 2018. To date, no companies have expressed an interest in performing, or have provided comments for this effort. Approval of this J&A allows the Government to award a contract to Lansmont Corporation. 7. Market Research: Per market research, no other source can provide the requested upgrade, and Lansmont Corporation is the only source who can provide the hardware and software upgrade for US Army Electronic Proving Ground (EPG), Fort Huachuca, Arizona. 8. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
