- Government Furnished Materials Certificate of Authorization Contractor Request for Clarification Contractor Responsibility Questionnaire General Wage Decision WA71 Appendix C Appendix B Appendix A Drawings Specification SF1442 IFB Solicitation US COAST GUARD GRAYS HARBOR CHANNEL ATON REALIGNMENT FOR GRAYS HARBOR, WASHINGTON Description: The purpose of this contract solicitation is to award a Firm Fixed Price contract to install, replace, or remove aid-to-navigation (ATON) structures in Grays Harbor, Washington. Base CLIN includes work in eight ATON structures in Grays Harbor. Option CLINs include eight additional ATON structures in Grays Harbor. Work includes: (1) Standard ATON Maintenance work which includes removals, replacements, and repairs of damaged ATON structures; (2) ATON parts fabrication. (3) Geodetic surveys conducted by a Professional Land Surveyor. Invitations for bids (IFB) shall be prepared in accordance with Subpart 14.2 and this section using the forms prescribed in Part 53. Specifics for the Project are contained in Section J of the solicitation. Proposal requirements are contained in Section L of the IFB. Award evaluation criteria are established in Section M of the IFB. The IFB for this procurement will be available for viewing and downloading on approximately February 2, 2018. The date for receipt of bids is 2:00 p.m., P.S.T., March 5, 2018 and it will be shown on the Solicitation, Offer and Award (Standard Form 1442). Bids must be submitted to Civil Engineering Unit Oakland, 1301 Clay Street 7th Floor, Suite 700N, Oakland, CA 94612-5500. THE SOLICIATION WILL BE AVAILABLE ONLY BY INTERNET AT http://www.fedbizopps.gov. Any prospective bidders must register at the website. The official plan holders list will be created from the internet registration and will be available from the website only. Amendments will be posted on the website for downloading. This will be the normal method of distributing amendments; therefore, it is the contractors' responsibility to check the website periodically for any amendments to the solicitation. IMPORTANT NOTICE: Contractors are required to register in the System for Award Management (SAM) database prior to award of a contract. Registration in the SAM database can be accomplished at the website https://www.sam.gov. You are encouraged to register as soon as possible. A new contract can ONLY be made to a contractor who is registered in SAM. Magnitude of the proposed construction project: Between $1,000,000 and $5,000,000.
