Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for Concrete Repairs to the Tully Lake Dam Spillway Bridge at Tully Lake Dam, Athol, MA. This announcement is to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237310. The project is planned to be issued on or about May 2018. The project will occur in the summer/fall of 2018 and is expected to take about 3 months, including submittal approval. The estimated construction cost is between $100,000.00 - $500,000 with potential to increase to between $500,000 and $1,000,000. This project consists of completing the following tasks: • Repair of concrete spalls ranging from 2" to greater than 6" in depth • Repair of joints on bridge faces using elastomeric sealant, backer rod, and joint filler • Cleaning of efflorescence from bridge faces and at cracks and spalls • Extension of existing drain pipes beyond founding rock face below each abutment The Corps of Engineers constructed The Tully Lake Dam Spillway Bridge in 1948 and the bridge has been in service for 69 years. The bridge is a two lane bridge (31'-10" wide outside to outside face, 22 foot wide roadway) and carries Route 32 across the Tully Lake Dam Spillway. This pervious earth filled spandrel, fixed arch concrete structure spans 60 feet from spring line to spring line, with a roadway surface elevation of 41'-6" above the spillway. The full length of the bridge between the approaches is 124 feet. All selective demolition and repair work shall take place above the spring line and will not require working above water. No work shall be performed below the spring line or impact the existing condition of the founding rock below either abutment. Debris from selective demolition shall not be allowed to enter the spillway and shall be removed from the site by the contractor. Demolition material may be temporarily placed adjacent to the bridge at a location agreed upon between the Contractor and the Contracting Officer before work begins. The spillway is classified as an active wetland but no dewatering of the spillway is necessary as this is a dry channel. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.) and a proof of bonding as well as what type of equipment would be utilized for this project. Additionally, firms must demonstrate their project experience, within the last ten years, in the areas listed below. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. The subcontractors listed to support the offeror's effort on this project must be the subcontractors used in this effort. Subcontractor's experience must also have been performed within the last five (5) years. 1. Repair of concrete surfaces to included spalls and cracks. 2. Repair of concrete joints utilizing elastomeric sealant. 3. Partial depth and selective demolition of concrete structure, surface preparation, and placement of reinforcing. Responses are due by 4 pm on Friday, February 23, 2018. Responses should submitted electronically to Elizabeth Glasgow at elizabeth.K.Glasgow@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
