Description
The USDA Forest Service, Rocky Mountain Region (R2), intends to issue a solicitation to obtain Collection of Common Stand Exam (CSE) Data services. This performance-based acquisition is being solicited under FAR 12 - Acquisition of Commercial Items. The solicitation number 1282X918R0004 is issued as a request for proposal (RFP). • It is anticipated that the solicitation will be posted to FedBizOpps (www.fbo.gov) on or around Feb 8, 2018. • The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-96 Effective November 6, 2017. • This acquisition is a 100% Small Business set-aside. The associated NAICS code 115310 - Support Activities for Forestry with a small business size standard of $7.5M. • The anticipated performance-based contract will be a multiple award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) competitive task order contract. The anticipated contracts will be for a base year with four one-year options. • Estimated start date for the awarded contracts is May 2018. • All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award. • All Offerors must respond to all evaluation criteria in Section M of the solicitation to be considered responsive to this solicitation. • This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Summary: Collection of Common Stand Exam (CSE) Data using either quick plot or intensive plot protocol in accordance with competed task orders. Work shall consist of recording field verified polygon information. All quantities listed in the contract schedule are estimates only and do not reflect actual quantities to be surveyed over the life of the contract. The performance period will typically be from approximately May to October annually. Specific site maps identifying locations, sites, and plots, as well as access roads, will be provided with each competed task order. Accessibility may be determined from maps and digital orthoquads which will be furnished by the Forest Service, as well. The contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished) and incidentals to perform all work necessary. The use of bio-based products is anticipated in the performance of the contract.
