Description
Statement of Work The primary requirement under this effort for the National Aeronautics and Space Administration (NASA's) Goddard Space Flight Center's (GSFC) Internal Research and Development (IRAD), will result in procuring a Digital Array Gas filter Radiometer (DAGR) sensor suitable for demonstrating and evaluating the gas filter correlation radiometry (GFCR) measurement of methane using scattered sunlight. This includes the control and display software, the analysis software, the test plan and execution of the tests, and test data analysis. The ensuing contract will provide support in developing the data analysis software, and planning and executing the sensor test programs. The estimated period of performance or lead-time for delivery is ten (10) weeks after receipt of order. NASA/NSSC intends to issue a sole source contract to G&A Technical Software Inc. 11864 Canon Blvd Suite 101 Newport News, Virginia 236064253 under the authority of FAR 13.106-1(b)(1)(i). Issue a contract and associated funding commensurate with G&A Technical Software Inc.'s involvement in the Center-approved Goddard Space Flight Center's GSFC FY18 Internal Research and Development (IRAD) "Digital Array Gas filter Radiometer (DAGR) Passive Methane Sensing Instrument" The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541712. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Eastern Standard Time on February 14, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
