- N00164-18-S-NB49 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - FIBER OPTIC CABLES - FSC 6020 - NAICS 335921 Issued Date: 31 January 2018 - Closing Date: 16 February 2018 4:00PM EST This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. There is no formal solicitation at this time. SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI): At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/Sources Sought Notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosure to non-Government personnel and entities. Your interest in this response is appreciated. The Next Generation Jammer (NGJ) Pod Control System (PCS) project is interested in receiving feedback from industry on industry's interest in competing on this requirement as well as feedback regarding industry's ability to meet the requirements of the Drawings/SOW/CDRLs. All interested parties are strongly encouraged to submit a White Paper and relevant product literature with the information listed, but not limited to, below: Current New Part Budgetary Cost: All interested parties are encouraged to submit company and product literature, a white paper no longer than 25 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, and production unit and production quantity breaks. Interested parties shall provide at least three (3) examples of past performance for any other Government contracts for similar fiber optic cables as described in the SOW with regard complexity of the cables and quantities. Submission Guidelines: Offerors should submit the white papers electronically prior to 4:00 p.m. on 16 February 2018. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Market Survey Information/White papers or questions shall be submitted to NSWC Crane Technical POC Mr. Tracy Wenzel (email: tracy.wenzel@navy.mil); Mr. Jonathan Gainey (email: jonathan.gainey@navy.mil). Responses received after 16 February 2018 may not be considered in the Government's market research. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the Sources Sought is posted. All information received in response to this notice that is marked proprietary will be handled accordingly. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned. Telephone calls/questions or inquiries will not be accepted. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately.
