Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) REQUIREMENTS DOCUMENT The General Services Administration, Public Buildings Service (GSA/PBS) utilizing Simplified Acquisition Procedures (FAR Part 13), intends to make an award to Pro-Step, Birmingham, Michigan under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GSA procured the Tetra 4D desktop software it now uses, it intended to also procure the compatible server tool, Adobe 3D PDF from Tetra 4D. Tetra4D was the only official carrier for the Adobe 3D PDF specification. The server tool is now a ProStep product, so GSA must now procure the server tool from ProStep. GSA/PBS is seeking to acquire to acquire the ProStep 3D PDF Generator software, a server tool that can be triggered with automation each time a new file is uploaded to the Central Facilities Repository (CFR) and will automate the 3D PDF generation thus increasing the CFR workflow efficiency and effectiveness. This software purchase would include licenses to be used in GSA’s three (3) environments: development, testing and production. The proposed contract is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The NAICS code is 423430. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. The government will consider all responses received by 9:00 am. ET, Wednesday, February 7, 2018. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
