- CONSTRUCT WATER CONTROL STRUCTURE AT BEAR RIVER MIGRATORY BIRD REFUGE The U.S. Fish and Wildlife Service Region 6, is issuing a Request for Proposal (RFP) to provide all labor, material, and equipment necessary to demolish existing concrete stoplog support walls, constructing new concrete overshot gate support walls, installing new overshot gates and operators, and installing a new walkway and handrail, at the Bear River Migratory Bird Refuge; located approximately 16 miles southwest of Brigham City, Utah. The tasks are defined in the Statement of Work; that is provided with this solicitation. Detailed requirements and/or specifications are listed within the solicitation. This procurement action is being solicited as a Small Business Set-aside. The NAICS code is 237990, Other Heavy and Civil Engineering Construction; with a size standard of $ 36.5 million. The estimated magnitude for this project is between $250,000 and $500,000. The performance period is 120 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated, but the anticipated performance period will be between July 1, 2018 and October 31, 2018 (weather and water levels permitting). This requirement is being procured in accordance with FAR Part 36, "Construction and Architect-Engineer Contracts" and FAR Part 15 "Contracting by Negotiation". A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror providing the best value to the government, based on the evaluation criteria outlined in the solicitation. Contractors MUST be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM site can be found at https://www.sam.gov (this is a free service). Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
