- Justification and Approval for limited competition for USPSC of 6 months in Paraguay This is a notification of a sole source, short term Personal Services Contractor ('PSC') contract in order to temporarily fill the Country Representative position for a period not to exceed 6 months from o/a February to July 2018 in Paraguay. The PSC contract is for Compensation/Allowances, Travel/Transportation, and Support Costs (See RFMS's USPC budget attached) will go to Susan Brems, a retired Senior Foreign Service Officer. Under this action Susan Brems will serve as the Acting Country Representative for USAID/Paraguay for a period not to exceed 6 months. No extensions of the performance period are contemplated or allowed.
