- N00164-18-R-JV28 - G-BOSS LIGHT OPTICAL CAMERA (GBLOC) - FSC 5855 - NAICS 333314 Issue Date: 30 JAN 2018 - Closing Date: 14 FEB 2018 - Time: 1400 Eastern COMPETITIVE PROCUREMENT - The Naval Surface Warfare Center (NSWC) Crane has a requirement for a minimum of 3 and maximum of 100 G-BOSS Light Optical Cameras (GBLOC) Failure Analysis, Repairs, Provision Item Order (spare parts), and Engineering Services. The GBLOC is a tripod mounted Electro-Optical and Infrared sensor that provides both daylight and night vision imagery for detecting, classifying, and identifying targets. The Government anticipates awarding a five-year, Indefinite-Delivery, Indefinite-Quantity (IDIQ), Firm-Fixed Price (FFP) type contract. The proposed contract action will use written solicitation procedures in accordance with FAR Part 12 and FAR Part 15. The Navy intends to solicit and negotiate this contract on a full and open competition in accordance with FAR Subpart 6.1. Delivery is required FOB Destination. Clause 252.225-7036 Buy American - Free Trade Agreements -Balance of Payments is applicable. The solicitation will be made available through FedBizOps. The Government anticipates contract award for this procurement in the fourth quarter fiscal year 2018. A related Request for Information, N0016417SNC35, was previously posted to FedBizOps. Special Notice: The Government is posting the Draft Performance Specification, Draft Statement of Work, Draft Contract Data Requirements List, Draft Section B Line item Structure, Draft Addendum 1 to FAR 52.212-1, Draft Addendum 2 to FAR 52.212-2, and Market Research Questionnaire for review and to receive responses from potential sources to further evaluate potential sources' capabilities and ensure that adequate competition is achieved as a result of the subsequent solicitation. The Government highly encourages potential sources to provide a response to the attached documents. The Government intends to use the information provided to refine the Government requirements. The Government requests potential sources to submit responses to the point of contact listed herein no later than 14 February 2018. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
