- The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the operation, maintenance and repair of the sewage plant and collection systems at the Shenango River Lake, Hermitage, Pennsylvania. Shenango River Lake is a multi-use flood damage reduction project in Mercer County, PA, that maintains two major recreation areas; the Shenango Recreation Area campground and day use site, and the Mahaney Recreation Area day use site. These two areas are separated by a distance of eight miles. The services required include furnishing all labor, equipment and material necessary for the operation, maintenance, and repair of the fresh water system at the Shenango Recreation Area, and the operation, maintenance, and repair of four fresh water and septic systems within the Mahaney Recreation Area. This procurement will be a 100% Small Business Set Aside. The NAICS code for this acquisition is 221320, Sewage Treatment Facilities, and the small business size standard is $20.5 Million. The anticipated period of performance will be for a base period (10 months) from April 1, 2018 through January 31, 2019 with four (4) one-year option periods (February to January for each period). The total contract term including the exercise of any options, will not exceed 5 years 4 months. Any resulting award will be for one firm, fixed-price, indefinite delivery-indefinite quantity (IDIQ) performance-based services Requirements contract made to the responsible* offeror whose quote is lowest. [*Responsible means a contractor that meets the standards in FAR 9.104 - available at http://farsite.hill.af.mil/.] The contractor must be registered the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award. The solicitation will be issued approximately February 28, 2018 online through Federal Business Opportunities (https://www.fbo.gov/); therefore, requests for hardcopies of the solicitation will not be honored.
