Description
This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The Greater Los Angeles Veterans Healthcare System (GLAVHS), has a requirement to Contractor shall provide a health and safety plan, work plan, work plan approval, Division 5 Permit, confined space assessment, soil and groundwater sampling and a soil and ground water sampling laboratory analysis to facilitate the removal or fill of an underground concrete 380,000 gallon fuel tank underneath the intersection of Bonsall and Eisenhower, near parking lot #7 at VA Greater Los Angeles Healthcare System (VAGLAHS). This solicitation is only for the professional engineering assessment and the Division 5 permit application for the closure in place of this tank, and not the actual physical closure work. The closure in place of this underground storage tank is needed because of the main utility lines (steam, electric, sewer, and water) that service the hospital and large campus are adjacent to this tank and this makes demolition and removal of the tank impractical given the risks to impairing ongoing patient care as well as impeding traffic on the north of Wilshire Blvd campus on the main access road. This tank was decommissioned in the late 1990s, but there are few VA records to what the extent of this work or degree of regulatory approvals back then. This contract is to develop a plan for closure by current standards for underground storage tanks for a closure in place. The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions concerning this Sources Sought will be accepted up until 02/05/2018. The anticipated solicitation is projected to post on or about February 06, 2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Request For Quote (RFQ). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 5 pages, please) via email to omar.majette@va.gov no later than 2/5/2018 at 4:00pm CST. The following is an abbreviated reference of Statement of Work and does not address the entire requirement: The Contractor shall provide all labor, materials, parts, equipment, tools, hazardous/nonhazardous waste disposal, travel, all necessary licenses required, and test equipment, and all permits to enable VAGLAHS to permanently close the underground concrete 380,000 gallon fuel tank. The Contractor shall have the competency and experience in California environmental regulations, experience with the closure actions for large underground storage tanks. The Contractor is required to have experienced Civil and Geotechnical Engineers, and a detailed understanding of residual soil contamination. The Contractor shall provide all labor, materials, parts, equipment, tools, hazardous/nonhazardous waste disposal, travel, all necessary licenses required, and test equipment, and all permits to enable VAGLAHS to permanently close in place this underground concrete 380,000 gallon fuel storage tank. The Contractor shall have the competency and experience in California environmental regulations, experience with the closure actions associated with large underground fuel storage tanks. The Contractor is required to have experienced Civil Structural and Geotechnical Engineers, to prepare and engineering assessments for closure in place as well as detailed understanding of residual soil contamination associated with very large underground storage tanks. The Contractor shall have the ability and training to develop a closure plan for abandonment in place. The Contractor shall have had a closure plan approved by the Los Angeles Fire Department in conformance with California regulatory requirements. The Contractor shall ensure all closure requirements found in H&SC section 25298 and the CAL Code Regs., Section 2672 are to be attained. The Contractor shall provide a site-specific Health and Safety Plan (HASP) identifying existing and potential hazards for workers at the Site during drilling and sampling activities. The Contractor shall provide a site-specific Work Plan that will describe the site history, previous environmental investigations, and the methodologies and procedures to be followed during the planned field activities. The Contractor shall prepare and submit a professional structural engineering assessment justifying a closure as the most appropriate measure given conditions of existing tank, the adjacent infrastructure around the tank in advance of preparing a Division 5 Permit application to the Los Angeles Fire Department (LAFD), which is required when abandoning a tank in the City of Los Angeles. The UST abandonment guidelines for a Division 5 Permit application are summarized at this URL http://www.lafd.org/fire-prevention/cupa/ust-tank-abandonment-guidelines. The Contractor shall conduct a site-specific assessment of fuel product piping believed to have traveled from the UST fuel pump sub-room through a utility tunnel, which has been designated a permit required confined space, to confirm the location of the piping and evaluate any potential leaks or spills from the piping. If applicable, Contractor will collect samples of any leaks, spills or residual liquid found to be associated with the piping. The Contractor shall conduct soil and groundwater sampling to assess the subsurface for the presence of potential contaminants associated with the storage and handling fuel oil. The Contractor shall conduct soil and groundwater samples collected from the vicinity of the UST and associated piping, will be analyzed for benzene, toluene, ethylbenzene and xylenes (BTEX) by EPA Method 8015. Soil samples will be analyzed until four (4) successive non-detect results are reported. The Permit shall facilitate a plan for the removal of residual liquid, solids or sludge in the tank or associated piping. These items shall be handled as hazardous waste or recyclable material. The Permit shall cover the removal and disposal of all piping (designated for removal) associated with the underground fuel tank. The Permit shall cover all piping designated to be permanently closed in place. The contractor needs to be aware that retained VA and LAFD records on this concrete UST decommissioning performed from circa 1998 are incomplete. The same applies to details of construction of the tank when installed in the late 1960s. As such contractor, will require caution and sound engineering judgment with the preparation of the engineering assessment for closure in place and subsequent Permit Application of this tank given the limited information available on design and history of tank. Extent of VA records on tank and decommissioning are scant and accuracy is by no means assured Blueprint on dimensions of tank and decommissioning specified and the tunnel system from the boiler house to the vicinity of this underground storage tank. Some exploratory survey work has been done in 2016 An analysis of water in tank for residual hydrocarbons. A preliminary soil boring assessment around the periphery of tank. This preliminary work will likely require further surveys of soils, contamination, and ground water conditions as part of the development of professional engineering assessment for a closure in place in preparation for a Division 5 permit to support closure in place.
