Description

This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The Central Arkansas Veterans Healthcare System (CAVHS), located in North Little Rock, AR, 72114 has a requirement to construct and replace the security control monitoring system. The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions will be accepted only after the solicitation has been published. The anticipated solicitation is projected to post on or about February 12, 2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation for Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 20 pages, please) via email to ambera.parker@va.gov no later than 2/9/2018 at 4:00pm CST. The following is an abbreviated reference of Statement of Work and does not address the entire requirement: Contractor shall provide all materials, equipment, labor, supervision, and expertise necessary to construct and replace the security control monitoring system at the Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114. All work shall be performed in accordance to the project plans and specifications This project is to improve security access control and monitoring systems and is fully intended to be a Turn Key project at the NLR campus of CAVHS. This project will include security cameras, servers, UPS back up, camera licensing, support agreement, magnetic locks, and card readers such as Hirsch locks. This project will be an upgrade to the existing camera system which must be compatible with the ONSSI-VMS software. All cameras shall have a minimum resolution of 1280x720p at 10 frames per second (fps). Servers shall be IOMNIS base server / specific surveillance server and must have enough storage to have 30 days worth of video footage for all cameras. The overall objective for this project is the replacement of all analog cameras, installation of new high definition IP based cameras, additional network video recorders, client viewing stations, switches, flat panel monitors, and Hirsch access control devices with associated mag-locks and fire alarm relay monitor modules A 60-day bid acceptance period is required. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference is TBD. The magnitude of construction is between $1,000,000.00 and $2,000,000.00. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $36.5M/ 500 employees. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications prior to the solicitation due date. Bidders shall be registered with the NAICS code 236220 assigned to this acquisition.
