- Central & Eastern Oregon Heavy Equipment Rental without Operator - BPA, Consists of the following work: The Contractor shall provide the Heavy Equipment to be listed in the Schedule of Items, without operators, meeting the specifications herein, on an as-needed basis, delivered to a designated location per each Delivery Order. This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to deliver equipment in accordance with specifications of the contract. This contract will be Performance Based, Firm-Fixed Price contract. Specific Delivery Orders will be issued for firm quantities throughout the term of the contract. Solicitation shall be posted on or around 02/02/2018 and closes on 03/05/2018 @ 4:30 p.m. (PST). Project work is estimated to begin work on 04/01/2018. The Government will award a contract resulting from this Solicitation to the responsible offeror whose offer conforming to the Solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: 1. Technical Capability 2. Relevant Past Performance Renting Equipment to the Government 3. Transportation Analysis/Delivery Capability
