Description
REQUEST FOR INFORMATION (RFI): The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this RFI to determine capability and received industry feedback of companies from all socioeconomic categories in providing personal care and home safety supplies and equipment (see attachment A for details). DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA) Prosthetics Sensory Aid Service requires the acquisition personal care and home safety supplies and equipment. The intent of this action is to streamline procurements of personal care and home safety supplies and equipment across the VA. VHA manages the United States largest integrated healthcare system. Veterans healthcare is separated geographically into 21 Veterans Integrated Services Networks (VISNs) with approximately 150 VA Medical Centers (VAMCs), 820 outpatient clinics, and various other Federal facilities to include Community Living Centers (CLCs), Vet Centers and Domiciliary. Together these health care facilities, and the more than 53,000 independent licensed health care practitioners who work within them, provide comprehensive care to about 9.3 million enrolled Veterans. A projected 6.7 million Veterans are expected to use the system in 2018. SCOPE OF WORK: The requirement is for personal care and home safety supplies and equipment. Personal care and home safety supplies and equipment are used throughout VA, through issue to the Veteran, for the support of in-home and medical facilities care to lighten daily caregiving workload. Assistive products and device for patients at home and medical facility to include safety aids for better living that improve patient care by permitting patients to live independent and care for themselves. SUBMISSION INSTRUCTIONS: THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a Request for Quotes (RFQ) and/or Request for Proposals (RFP). Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. VA email file size is limited to 6 MB. Do not compress (zip) RFI responses. VA Network Security Operations Center (NSOC) has temporarily blocked email attachments with the.zip extension as a mitigation measure against the ongoing world-wide ransomware event impacting many organizations.   During this time,.zip file extensions will be permanently stripped from email traffic, and will not be recoverable. If your company has the potential capability to provide these products, please respond to this RFI as follows: Cover Sheet 1 page Please provide the following information: Company name, address, DUNS number, and web site. Point of contact to include e-mail address and telephone number. Business size of the Prime Contractor (check all applicable boxes). Capabilities Statement and Market Information 6 pages (excluding product literature) Please respond to the following questions by providing a Capabilities Statement and Market Information: Does your company have the capability to provide an uninterrupted supply of personal care and home safety supplies and equipment at an enterprise-wide/national level? Has your company provided these products to VA and/or another Government agency (enterprise-wide/national level) in the past three years? If so, identify the following: Contract number and or delivery order number; Contract Type Contracting Officer/Contracting Specialist Name/Phone Number/Email; Period of Performance; Scope/Volume (number and type of personal care and home safety supplies and equipment provided); and Prime or subcontractor. Do you have a Federal Supply Schedule (FSS)? If so, are these supplies and equipment available on your FSS? Identify the supplies and equipment available, contract number, source and category. Identify the personal care and home safety supplies and equipment on Attachment A Healthcare Procedure Coding System (HCPCS) manufactured or distributed by your company to include any product literature. Based on industry standards what is a recommendation for logical organization of products listed in attachment? How best products could be categorized by supply lines to meet industry expectation for a catalog category. How would your company organize products to recommended categories? What would the title of these categories be? In addition to identified products in attachment what other products fit into the HCPCS category of products industry commonly sold to VA for Prosthetic that are not identified, but are of value to include on future solicitation of these products. For all products listed and recommended include all sizes, capacity, color, configurations, etc. commonly sold to VA. Exclude specialty outliers products ordered based on individual patient s need. Identify the most applicable North American Industry Classification Code System (NAICS) code for this acquisition (by category) if applicable. Including rationale for NAICS code selection. RESPONSES: Responses are due via email to John.Tarver@va.gov (Contract Specialist) by noon EST March 5, 2018. Information provided as result of this RFI will be used in formulation of Government Acquisition Strategy. RFI responses shall be submitted as outline above. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
