- The Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Department of the Interior, Office of the Chief Information Officer (OCIO) intends to modify an existing Purchase Order to add Sole Source items under the authority of FAR Part 13.106-1(b)(i), Soliciting from a Single Source. This is a sole source to add the renewal of annual software maintenance and support services for Vanguard Password Reset via modification to an existing Purchase Order, D16PX00366, which currently provides annual software maintenance and support for a suite of software products that are proprietary to Vanguard Integrity Professionals, Inc. Vanguard Integrity Professionals, Inc. possesses the unique qualifications required for this acquisition, which provides maintenance services for their proprietary software. These products have been installed for over fifteen (15) years and actively support the IBC ¿s information technology (IT) support mission. Vanguard Integrity Professionals, Inc. has advised that they do not utilize Value Added Resellers, and that they are the only vendor that can provide maintenance for their proprietary software products. Replacing the software suite with another product is not a practical solution from a cost and customer training perspective. It is not possible for DOI to transition from Vanguard Integrity Professional, Inc. to another manufacturer ¿s product at this time as these capabilities cannot be found in another product. Place of performance is the contractor ¿s facility. Competition is not available because of the critical nature of the systems supported by this purchase order, the complexity of the overall operation. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334111, Electronic Computer Manufacturing. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. AQD will not be responsible for any costs incurred by an interested party responding to this notice. This notice in no way obligates the Government to modify the existing Purchase Order or award a Purchase Order for the Sole Source Items.
