- DRAFT RFP DRAFT PWS Composite Accuracy Table The 28 th Contracting Squadron, Ellsworth AFB, South Dakota, intends to solicit, compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 15-Contracting by Negotiations, and FAR Part 37-Service Contracting Procedures for the Air Force Financial Services Center (AFFSC) Support Services travel-pay voucher processing requirement. This award will be a basic plus four option years and a six-month extension. The Period of Performance will be 26 Mar 2019 - 25 Mar 2024. This is a pre-solicitation notice only at this time. The solicitation will be posted on or about 28 February 2018 on Federal Business Opportunities (FBO), website, http://www.fedbizopps.gov. This will be a Women Owned Small Business (WOSB) set aside solicited under North American Industry Classification System (NAICS) code 561990 with a size standards of $11.0 million. To be eligible to compete for WOSB set-aside awards, you must either be certified by an SBA-approved Third-Party Certifier (TPC), OR self-certify in accordance with current SBA regulations. Attached to this pre-solicitation are DRAFTS of the Performance Work Statement (PWS) and Standard Form 1449 solicitation. These drafts are posted to give prospective offerors a chance to provide comments. Questions will not be answered at this time and all comments must be in writing. Once the official solicitation and PWS are posted, a Question and Answer (Q & A) opportunity will be given as part of the official solicitation. Please email comments to the email addresses listed below. Once the official solicitation is posted under contract number FA4690-19-R-0001, all interested and responsible WOSB entities may submit a proposal that will be considered by the 28 th Contracting Office at Ellsworth AFB, South Dakota. The award will be based on lowest price technically acceptable (LPTA). The closing date and time for submission of offers will be contained within the solicitation package. WOSB contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov in order to receive an award for this procurement. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
