Description
Sources Sought Announcement (SSA) - Convert page-based technical manuals into Interactive Electronic Technical Publications (IETP) for use with the ANTPQ-50 radar system. IETP development shall be in accordance with (IAW) the latest version of S1000D per LOGSA requirements, MIL-STD 3031, the PM Radars Business Rules (BREX), and Project BREX. Synopsis: The Government is considering the competitive award of a firm fixed price contract to convert page-based technical manuals into Interactive Electronic Technical Publications (IETP) for use with the ANTPQ-50 radar sysem. The Government is issuing this SSA to assess industry's interest and ability to satisfy the Government's requirement. This SSA shall not be consided as an invitation for bid, request for quotation, or request for proposal. It shall not be used as the basis for a proposal. This SSA is being issued to obtain information from interested sources regarding their ability to satisfy the Govenment's critical and urgent operational requirement. Description of Requirement: a. Using Technical Manual (TM) 11-XXX-XXX-10 (estimated 1500 pages) as source data and provided as governmnat furnished information (GFI), develop as Interactive Electronic Technical Publications (IETP) to support operations of the AN/TPQ-50 Radar set b. Using TM 11-XXX-XXX-23&P (estimated 1500 pages) as source dara and provided as GFI, develop an IETP to support maintenacne of the AN/TPQ-50 Radar set c. Develop, update and modify technical and logistics documentation, as required, to support the development of the operator and maintenance IETPs. Technical Requirements: 1. All responses to this SSA should include sufficient informatin to enable the Governmant to assess industry interest and abiity to satsify the requirement; 2. At a minimum, the following technical requirement must be addressed and information provided (with details regarding working knowledge of IETP development processes, experience [previous similar projects], contract references) for a response to be considered complete. a. IETP development shall use Applicability to distinguish between hardware and software versions b. The IETP Viewer shall be a standard, nonproprietary viewer that is compatable with Windows and Linux operating systemss c. The IETP shall be operational in the following manner: 1. Downloaded and functional without the requirement for an Executable file that must be loaded on to the host computer; 2. Running the IETP from disk 3. Tunning the IETP on a network d. The IETP shall print as individual data modules (DM) and an entire technical manual (TM). This mormally would be done by converting the DMs or IETP to a.pdf format e. Execution of contractor Validation, and support of Government technical In Process Reviews, and Verifcation as required. f. PRIOR EXPERIENCE: i. With Logistcs Support Activities (LOGSA) and the technical publications development process, e.g. stylesheets requirements, DTD requirements, and MIL-STD requirements ii. Authentication requirments for Deparment of the Army technical publication, i.e. development and Authenticated an IETP in the past g. The IETP Developer must be able to development cost (samples, MAC Charts, remove, replace, descriptive narratives, procedural, fault, etc...) Additional Requirement: a. Identify any potential partner/teaming arrangement or joint ventures that will be required to satisfy this requirement. Estimate the duration required to formalize these arrangements or ventures b. Provide all assumptions on which the response was developed. Identigy any required Governmaent furnished equipment (including by not limited to AN/TPQ-50 systems), Government furnished information (including but not limited to training material, technical manuals and/or detailed design information) required and all required Government support anticipated. c. Other relevant information regarding the ability to satisfy this requirement Administrative Requirement: 1. All responses to the SSA should include sufficient information to enable the Government to assess industry interest and ability to satisfy the requirement. 2. At a minimum, the following information must be provided for a response to be considered complete: a. Company name b. Mailing address and Website c. Point of contact, with phone nuimber e-mail address d. Commercial and Government (CAGE) Code e. Data Universal Numbering System (DUNS) number f. Identification of business size, i.e. U.S. large or small business. Small business must identfy any applicable socio-economic categories such as small disadvantaged business, service-disabled veteran-owned small business, 8(a), woman owned small business, etc. g. Facility Clearance Level (FCL). A facility clearance is not required to submit a response, but will be necesary prior to beginning any classified work 3. The Government will verify all company information via the System for Award Management (SAM) database. Responses to this SSA must be unclassified, and must not exceed 10 pages in length (includes cover page, table of contents, and any attachments). Responses must be with font no smaller that 10 point, and one inch margins. Present information requested in one continuous form in Micosoft Word and/or Micosoft PowerPoint or.pdf. Information will be provided through e-mail only. Respondents should ensure that proprietary and for offical use only (FOUO) information is properly labeled. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information. Submission Information> Information shall be submitted via e-mail to the Contracting Officer identified as the Point of Contact. Telephone or e-mail requests for additional information will not be honored. All documentation submitted shall become the property of the Government. The Government reserves the right to utilize and share with industry and information suggested, unless information is identified with proprietary or business sensitive markings and unique to your company
