Strategic Acquisition Center (SAC) U.S. Department of Veterans Affairs Office of Procurement, Acquisition and Logistics 10300 Spotsylvania Ave, Suite 400 Fredericksburg, VA 22408 2 PRE-SOLICITATION NOTICE OF INTENT THIS IS A PRE-SOLICITATION NOTICE OF INTENT TO ISSUE A REQUEST FOR PROPOSAL (RFP). The Strategic Acquisition Center (SAC ), U.S. Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics (OPAL), on behalf of the Veterans Health Administration (VHA), intends to issue a Request for Proposal (RFP), to award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s), with a multiple award preference. The maximum contract ceiling for this requirement will be specified in the Solicitation. The VHA, is seeking contractors to provide dental laboratory services for VHA Dental Services and to supplement the VA s Central Dental Laboratory s (CDL) production of dental prosthetics. EXTENT OF COMPETITION: This acquisition is set-aside 100% for Small Businesses. The REQUEST FOR PROPOSAL (RFP) solicitation will be available on or about February 22, 2018; and proposals will be tentatively due about 30 days after the solicitation release date. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 339116 with a Size Standard of 500. REGULATORY AUTORITY: Per FAR Part 17.103, 17.104(a), the resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-96. The anticipated acquisition strategy will be a negotiated, competitive acquisition conducted in accordance with procedures as prescribed in FAR Part 15.101-2, Lowest Price Technically Acceptable Source Selection Process and VAAR Part 815 - Contracting by Negotiation. DESCRIPTION: VA Dental Care serves as the foundation and first point of contact within the health care system for enrolled, eligible Veterans dental needs. Dental benefits are provided by VA according to law. The Department of Veterans Affairs (VA), through the Veterans Health Administration (VHA), operates the nation s largest integrated direct health care delivery system. VA Medical Centers (VAMCs) is within each Veterans Integrated Service Network (VISN) refers dental laboratory work to in-house dental laboratories, to the VA Central Dental Laboratories (CDL), or to commercial laboratories under contract to perform required services. Consequently, in cases where the CDL s are unable to meet the VAMC s demand, contracted services are required to fulfill the need. PURPOSE AND OBJECTIVES: The objective of this contract is to provide prompt, efficient, and high quality dental laboratory services. VA intends to contract with qualified dental laboratories which will provide the following dental laboratory services: Fabrication of porcelain fused to metal crowns and fixed partial dentures Fabrication of Full gold crowns and fixed partial dentures Implant supported crowns and fixed partial dentures Abutments Resin-bonded bridges Removable partial denture frameworks Diagnostic wax-ups for crown and bridge (C&B) cases Custom provisional C&B prostheses All-ceramic C&B prostheses Implant connecting bars (precious metal/titanium) C&B metal/titanium/zirconium substructures Application of veneering porcelain to existing/CDL submitted metal or ceramic C&B copings and fixed partial denture (FPD) substructures. Acrylic services including complete dentures, removable partial dentures and flexible partial dentures Devices for the treatment of obstructive sleep apnea Occlusal guards ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance of this contract will include a five (5) year contract that includes: a twelve (12) month Base period, and four (4) twelve month option periods.
