Description
Draft PWS This Special Notice is for informational planning purposes only and shall not be considered as an invitation for bid, request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft (PMA- 226), Contracted Air Services (CAS) program is posting a draft Performance Work Statement in preparation for a Pre-Solicitation Conference/Industry Day for solicitation number (N00421-17-R-0018), Commercial Air Services (CAS) Terminal Attack Controller Trainer (TACT) Services Requirement. Additional draft sections of the RFP will be added to this posting as they become available. The final RFP is planned to be released in March 2018. Please note this is an estimated posting time, and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website (FedBizOpps) for all subsequent postings. The Government anticipates a Firm Fixed-Price Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The Government expects full and open competition and to make awards on or about the first quarter of FY19. The purpose of the Pre-Solicitation Conference/Industry Day is to provide industry with the opportunity for NAVAIR to have a two-way dialogue with industry regarding updated requirements, concerns, suggestions, and comments. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor participation in the Pre-Solicitation Conference/Industry Day. The Pre-Solicitation Conference/Industry Day is a mechanism where potential offerors can gain more insight into NAVAIR's proposed acquisition. The Government will present briefings, and an open forum will be held to address questions and answers. Potential offerors need not participate in the Pre-Solicitation Conference/Industry Day as a prerequisite for responding to the final RFP. PRE-SOLICITATION CONFERENCE/INDUSTRY DAY WILL BE HELD: DATE: February 21, 2018 TIME: 8:30 am - 4:30pm EST LOCATION: Naval Systems Incorporated, 21513 Great Mills Road, Lexington Park, MD 20653 (Flag Conference Room) SECURITY, FACILITY ACCESS, AND RSVP INFORMATION: RSVPs and your security clearance information are required in order to attend. On company letterhead stationery (can be submitted via e-mail) please submit letter to include the Purpose of Visit, Last Name; First Name; Middle Name; E-mail address; Title; Phone Number; Place of Birth; Last Four Digits of SSN; and Citizenship of all individuals that will be attending. Please note due to space available, contractors will be limited to 3 attendees per company. Along with the above information, you may request a possible one-one discussion, if preferred. Please send RSVPs and security clearance information requirements to both Lauren Wright ( lauren.wright@navy.mil ) and Matt Rhodes ( james.m.rhodes2@navy.mil ), as soon as possible. 1. All personnel attending the Pre-Solicitation Conference/Industry Day must submit the information above no later than 3 PM EST; Friday, 16 February 2018. 2. Anyone who has not complied with the above will not be allowed admittance to Pre-Solicitation Conference/Industry Day. GENERAL INFORMATION: Please note the following regarding the Industry Day: 1. Arrive 15 minutes early for registration; 2. Bring identification; 3. Cell phones, tape recorders and videos are prohibited; 4. NAVAIR intends to discuss the following areas: a. General capabilities of aircraft services being sought. b. Navy Airworthiness and Weapons Danger Zones (WDZ) overview. c. Planned Contract Structure. d. Other areas/information that industry may wish to discuss. 5. It is recommended to continue checking the (FedBizOpps) website over the next few weeks/months under Solicitation Number N00421-17-R-0018 for additional draft sections of the RFP.
