Description
This FBO advertisement is hereby incorporated into the RLP 17-CENSUS by way of reference as an RLP attachment. The U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP) to fulfill anticipated 2020 Census Area Office requirements: City: Gulfport State: MISSISSIPPI Delineated Area: Beginning ( ) where at the intersection of the Gulf of Mexico, Back Bay of Biloxi and Beach Blvd, follow the Back Bay of Biloxi westerly to where it intersects I-110, follow I-110 north and continue northwesterly as it changes names to MS 15/MS 67 to where it intersects Old Mississippi 67, follow Old Mississippi 67 westerly and continue west as it changes names to Angel Rd to where it intersects Church Ave. Follow Church Ave south to where it intersects Old Highway 49, follow Old Highway 49 northwest to where it intersects Saucier Lizana Rd, follow Saucier Lizana Rd southwesterly to where it intersects MS 53, follow MS 52 southeast to Cable Bridge Rd. Follow Cable Bridge Rd southwesterly to where it intersects Wolf River, follow Wolf River southerly and southwesterly, continuing south through the St Louis Bay to where the St Louis Bay intersects with the Gulf of Mexico. Follow the Gulf of Mexico east, south of Deer Island, continuing northwest to the intersection of the Gulf of Mexico, Back Bay of Biloxi and Beach Blvd, closing the Area of Consideration. Minimum ABOA SF: 7,600 Maximum ABOA SF: 7,900 Space Type: OFFICE Term: 19 months, 16 months firm Parking: Enter parking requirement (no more than 2 spaces) for each Census location 2 Reserved Spaces, On site or within 3 blocks; Loading dock or acceptable alternative Unique Requirements: Refer to RLP Package 17-CENSUS posted on the AAAP Website (aaap.gsa.gov) Must not be co-located with local, state or Federal law enforcement agencies Refer to Census Request for Lease Proposal if applicable, include go/no-go criteria that are not already outlined in the Census ACO RLP package Loading dock or acceptable alternative Preferred 18-wheel truck access for delivery HOW TO OFFER: The Government is using the Automated Advanced Acquisition Program (AAAP) to satisfy the above Census space requirement. The AAAP application, located at https://aaap.gsa.gov, enables interested parties to offer space for lease to the Federal Government in response to RLP Package 17-CENSUS. Offered space must comply with RLP Package 17-CENSUS, posted on https://aaap.gsa.gov, and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, energy, and sustainability standards in accordance with the terms of the Lease. Interested parties must go to the AAAP website, select the orange "Registration" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period". An extended Open Period will be provided beginning on the date the Census AAAP RLP (17-Census) is published through February 7th, ending at 11:59 p.m. EST. Thereafter, the Open Period shall be the 1st through the 7th of each month, ending at 11:59 p.m. EST. Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. Please reference the "Response Date" under General Information to determine when offers are due. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. All RLP Package documents can be found at https://aaap.gsa.gov or https://lop.gsa.gov. At the bottom of the homepage, before logging in, select ‘Census' from the drop-down list under the section titled ‘View AAAP Solicitations for Offer Package" then click the ‘View RLPs' button. Once logged in, the RLP Package is available by clicking the ‘RLP & Lease Documents' link at the top of the page and performing a search.
