- The purpose of this notice is to synopsize a requirement prior to issuing the solicitation in accordance with Federal Acquisition Regulation 5.204. The U.S. Army Contracting Command - Rock Island (ACC-RI) anticipates the issuance of a Request for Task Order Proposal (RFTOP) for the Standard Army Ammunition System (SAAS) Cloud Hosting services, Solicitation Number W52P1J-18-R-0013, in support of Product Lead Logistics Information Systems (PL LIS) mid to late February 2018 via Computer Hardware Enterprise Software and Solutions (CHESS). **THE GOVERNMENT IS NOT REQUESTING PROPOSALS AT THIS TIME IN RESPONSE TO THIS NOTICE.** The SAAS is the current retail ammunition management system for the Army. The SAAS is required to migrate to a Department of Defense Approved Enterprise Facility. In order to meet the requirement, PL LIS must procure the necessary support for hosting the SAAS in a commercial cloud environment utilizing the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) Cloud Service Models (CSM) at Impact Level 5. As the Army's CHESS is the preferred source for acquisition of Information Technology Services, ACC-RI researched the CHESS website to find potential suitability of a contract vehicle for the IaaS and PaaS Impact Level 5 requirement. One CHESS service Basic Ordering Agreement (BOA), Army Cloud Computing Enterprise Transformation (ACCENT), included the necessary IaaS and PaaS Impact Level 5 scope; therefore, this requirement will be solicited under the ACCENT BOA. The North American Industry Classification System code is 518210 Data Processing, Hosting, and Related Services. The period of performance consists of one (1) twelve (12) month base period with four (4) twelve (12) month option periods. A single firm-fixed-price contract will be awarded under Federal Acquisition Regulation part 15. The place of performance will be the contractor's facility. This synopsis does not constitute a Request for Proposal. The Government does not intend to answer any questions resulting from this synopsis. The RFTOP will be issued through CHESS as will any amendments thereto. Because of this, the Government is under no obligation, and in fact is unable, to maintain a bidder's mailing list. Therefore, the contractors under the ACCENT BOA should periodically access the CHESS website in order to obtain any related information which may be issued.
