Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price IDIQ contract for the manufacture and delivery of up to 543 ECP kits to replace obsolete components of the Fuel Control Test Set, commonly known as the Fuel Quantity Test Set (FQTS). This procurement will be on a sole source basis with Ultra Electronics, Ltd located in Victor, NY. These upgraded ECP kits will be at delivered at a rate of 14 kits per month. The modified unit will be I-level repairable, as opposed to the current requirement for repairs to be done at the OEM. The current FQTS is P/N BC849A6010-000, NSN 6RX4920-99-551-5371-SX. NAICS code 334519, PSC 4920 The obsolete components of the Fuel Control Test Set are in need of replacement. This is an ECP in which the obsolete components FQTS, will be replaced. Manufacture and delivery of 488 US Navy TTU-597/E ECP kits and 55 FMS TTU-597/E ECP kits at a rate of 14 kits per month will be supplied to address parts obsolescence and availability issues. The legacy TTU-597/E was originally procured as a Commercial Off the Shelf (COTS) piece of equipment and though fielding began in 2008, the current design is 14 years old. In addition to the kits, logistics support documents (technical manual updates and provisioning data) and the Interim Support Items List (ISIL) for the subassemblies and components changed by the FCTS ECP will be acquired. The current FCTS is used to test the fuel quantity probes and indicators of various Navy and Marine Corps aircraft by measuring the capacitance of the fuel probes under known fuel levels and simulating capacitances into the fuel quantity gages and to verify correct indicated fuel levels. The ECP will replace obsolete parts, upgrade the operating system, and add I-level maintenance capability. The ability to maintain the equipment at I-level will significantly increase fleet availability. Upgrading the operating system will make source code available to the United States Navy. Presently the source code is proprietary to the OEM. BCF Designs Ltd the (OEM and designer of the TTU-597/E Fuel Control Test Set part number BC849A6010-000) was acquired by Ultra Electronics, Ltd in late 2007 making Ultra Electronics, Ltd the effective OEM of the design. As the OEM, Ultra Electronics is the only authorized source of the ECP kit and kit contents. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. All vendors must be registered in Systems for Award Management (SAM) Database. The internet website is https://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in subsequent order. Please include CAGE CODE, DUNs Number, Tax ID Number, and payment terms in your response. Responses should reference N68335-17-R-0376.
