- Limited Source Justification NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Department of Energy, Western Area Power Administration (WAPA), intends to award a sole source contract under the authority of FAR 13.106-1(b)(1), to Powertech Labs Inc. 12388 88 th Avenue, Surrey, BC, V3W7R7, for the purchase of Powertech DSA Tools Software, tools specifically PSAT/TSAT with license and maintenance. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
