- Notice Type: Pre-solicitation Synopsis: PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation synopsis of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. PLANNED SOLICITATION: The Regional Contracting Office, Fort Wainwright, Alaska, intends to issue a solicitation for the services listed below. It is anticipated the solicitation will be issued either the end of Feb 2018 or the beginning of March 2018 and that the solicitation documents (W912D0-18-R-0002) will be available during the same time. The solicitation will be a Request for Proposals (RFP). Proposals will be due no less than 30 days from the solicitation issue date. The solicitation and any subsequent amendments will be posted to FedBizOpps (FBO) at www.fbo.gov. The solicitation documents will only be made available in electronic format, downloadable from FBO. No CD-ROMs or hardcopy documents will be distributed. Interested parties must be registered in FedBizOpps and the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register in SAM & FBO and to monitor for notices and amendments. Prospective Offerors are advised, to be eligible for award of the contract resulting from this solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation & certifications. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 & FAR 19.502-2. The NAICS Code selected for this acquisition is 561210, which has a size standard of $35.5 million average annual revenue. PLANNED CONTRACT INFORMATION: The intent is to award one (1) Firm Fixed Price (FFP), IDIQ contract as a result of the solicitation. The planned duration for the contract is a total of five years, consisting of a one year base ordering period and four one-year option periods INFORMATION ABOUT THE SERVICES TO BE PROCURED: The intent of the solicitation is to acquire service consisting of but not limited to all resources, management, supervision, materials, labor and equipment, pre and post contingency, schedule maintenance and repairs of facilities, roads and grounds, preventative maintenance, routine and emergency service work orders on facilities and grounds, and documentation and reports for the installation sites listed below. The particular types of services planned to be included in the Performance Work Statement (PWS) are: •· Masonry Components •· Structures •· Plumbing Systems •· Heating Systems •· Electrical Systems •· Refrigeration Units, Air Conditioning Systems and Kitchen Equipment •· Industrial Equipment •· Portable Extinguishing Systems and Breathing Apparatus •· Roads and Parking Areas •· Signs •· Grounds The Contractor shall furnish all labor, personnel, equipment, tools, materials, vehicles, supervision, transportation, and other items necessary to perform this requirement. Full details will be provided in the PWS, which will be posted with the RFP. The places of performance will be at the following installation sites in Alaska: •· Fort Wainwright (FWA) •· Donnelly Training Area (DTA) •· Yukon Training Area (YTA) •· Black Rapids Training Area (BTA) •· Seward Military Recreation Resort (SMRR) PLANNED SITE VISIT AND PRE-PROPOSAL CONFERENCE: A site visit and proposal conference is planned. Details and procedures for the site visit will be provided in the solicitation.
