Description
Systems Engineering Transformation Initiative Request for Information (RFI) 01 February 2018 1.0 Purpose The Naval Air Systems Command (NAVAIR), through the Systems Engineering Transformation (SET) Initiative, is in the process of transforming the acquisition practices from document centric to model centric. This Request for Information (RFI) is intended to gather information and feedback from industry partners as a part of market research related to the implementation of the SET Initiative. This will be Industry's opportunity to influence this process. NAVAIR will use the information gathered from this RFI to help define processes and standards for a model centric acquisition approach. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NAVAIR is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. Any information provided to the Government as a result of this RFI may be used either directly or indirectly to modify and develop NAVAIR acquisition processes and/or policies. 2.0 Background NAVAIR has embarked on a SET initiative to address the increase in acquisition cycle time and complexity. The increase in acquisition cycle time is driven by the exponential growth in system complexity, system of systems connectivity and security. SET is a formalization of systems modeling for the entire acquisition cycle to include specifications, design and development, manufacturing, integration, test, deployment, operation and support. Model Based Systems Engineering (MBSE), which involves the formal use of models as a standard practice for specifying, analyzing, designing, and verifying systems will be applied as a means for addressing system complexity and for the rapid delivery of integrated capabilities to the warfighter. These system models will be adapted to the application domain, and will include a broad spectrum of digital models for representing all aspects of systems. The use of model-driven knowledge representation and immersive technologies is expected to enable highly efficient and shared human understanding of systems in a virtual environment that span the full life-cycle from concept through development, manufacturing, operations, and support. NAVAIR is interested in investigating methods for Government and Industry model centric interactions in the areas of: 2.1 Pre-Contract Award - RFP Development : NAVAIR is applying model centric methods for developing the specification, using system modeling tools and languages (e.g., SysML). Products include the initial system model, which will be shared with potential contractors during the development of the RFP. It is expected that this initial system model will provide a much more robust and precise understanding of the Government's expectations and requirements and ultimately replace much of what is conveyed currently in a specification. 2.2 Source Selection : Explore opportunities to leverage system models during the source selection process. It is NAVAIR's intent to provide an initial system model as part of the RFP. NAVAIR is interested in Industry insight regarding the use of models during the response to a solicitation and during a Government source selection evaluation, where the system model is used as a primary evaluation source versus a written proposal. 2.3 Government Oversight : Explore opportunities to leverage models for continuous collaboration and data sharing, engineering analysis, and technical review. The intent is to maintain a common digital single source of truth for all Industry/Government interactions. NAVAIR is interested in Industry insight regarding processes and tools to facilitate data/information exchange, reducing the need for Contract Data Requirements Lists (CDRLs) and major technical reviews. 2.4 Multi-Disciplinary Analysis and Optimization (MDAO) : Explore opportunities to leverage technologies using MDAO for the reduction of design iteration cycle times. NAVAIR is interested in how we can take advantage of MDAO for multi-physics based analysis. This includes contractor specific tools, as well as tools available through Government entities, such as CREATE-Air Vehicle and High Performance Computing Center (HPC). 3.0 Requested Information 3.1 Pre-Contract Award - RFP Development: Please provide insight to the contractor's perspective on receiving a system model as part of the RFP package. Provide expectations of model content and language. Discuss what may be helpful with respect to conveying a better understanding of expected system performance and usage, as well as your ability as a company to consume and understand a system model. Incorporating lessons learned from previous acquisition programs is encouraged. 3.2 Source Selection: Provide Industry insight regarding the use of models during the response to a solicitation and during a Government source selection evaluation, where the system model is used as a primary evaluation source versus a written proposal. Please also recommend any RFP (Section L, Section M, RFP attachments, CDRLs, etc.) language that would be helpful and allow for effective model and data sharing between the Government and the contractor(s) during a source selection. 3.3 Government oversight: 3.3.1 Describe the modeling processes and tools that you (the contractor) would plan to utilize for a Government contract requiring the use of modeling processes and methods. Please include how you would incorporate requirements, operational architecture, functional architecture, physical architecture, analytical models, overall system performance modeling, and how you would handle multi-level security. 3.3.2 Describe how you (the contractor) would share system model products with the Government. Please also address the sharing of proprietary/intellectual property data via system models. 3.3.3 Provide any recommendations regarding Statement of Work (SOW) language that would be helpful to allow for effective system model sharing between the Government and the contractor. 3.3.4 Provide any thoughts concerning continuous collaboration and approaches to implement knowledge in a model vice CDRLs. Please also describe your approach to conducting technical reviews with the Government via system model processes and methods in a single source of truth environment. 3.4 General Systems Engineering Transformation Effort: In general terms, please describe how you, the contractor, would propose to collaborate with the Government as the Government expands its systems model capability in the following areas: •· Modeling Environment - IT Infrastructure, Modeling Tool Sets, Modeling Methodologies •· Workforce Development & Culture - System Model Training, Workshops, Model Centric Technical Review •· Process & Methods - System Model Engineering Process Development, Technical Review Process, System Model Application in a Source Selection •· Policy, Contracts, Legal - Contract Language, Intellectual Property & Proprietary Data, Requirements Policy 4.0 Industry Day An Industry Day event will be held on March 8 th, 2018 at the Southern Maryland Higher Education Center: 44219 Airport Road, California, MD 20619. Information provided at the Industry Day will be unclassified. The Industry Day will include an overview of the SET initiative to attendees, allowing for initial feedback from Industry and one-on-one discussions if requested by contractors. Questions from the contractor and information provided by the contractor shall NOT contain proprietary or classified information. There will be a three (3) person attendance limitation for each company attending the Industry Day. For Industry Day registration, attendees will need to provide the Company name / Attendee(s) names, and Point of Contact information by email to se_transformation@navy.mil. The Government requires registration information by 02 March 2018, 09:00 EST. Please start the subject of the email with "SET RFI Industry Day Registration". One-on-one discussions can be held during Industry Day if requested by contractors in advance. For one-on-one discussions, attendees will need to submit a request and provide the Company name by email to se_transformation@navy.mil. The Government requires this request for one-on-one discussions by 02 March 2018, 09:00 EST. Please start the subject of the email with "SET RFI One-On-One Discussions". Approximately two weeks following the Industry Day, attendee information and the unclassified questions and answers presented at the Industry Day will be posted to the FedBizOps website. 5.0 Responses to Section 3.0: Requested Information 5.1 Responses from contractors choosing to submit a response to Section 3.0 (Requested Information): Responses to the Section 3.0 Requested Information shall be submitted in writing by e-mail to se_transformation@navy.mil. The Government requires responses by 01 April 2018, 09:00 EST. Please start the subject of the email with "SET RFI Section 3.0 Responses". Responses from the contractor shall NOT contain proprietary or classified information. 5.2 Access to RFI Responses and Information Provided During One-on-ones: The Government will have access to all information submitted as a result of this RFI. In addition, current Contract Support Services (CSS) contractor personnel assigned to the SET project and in performance of their contractual duties will have access to the RFI information submitted by Industry; therefore, no proprietary data shall be submitted. 6.0 Questions 6.1 Questions regarding the Industry Day: Questions regarding the upcoming Industry Day event, such as information about registration, notetaking, etc. shall be submitted in writing by e-mail to se_transformation@navy.mil. Please start the subject of the email with "SET RFI Industry Day Questions". Answers to questions will be posted to the Federal Business Opportunities (FedBizOpps) website. The Government requires questions in regards to the upcoming Industry Day by 22 February 2018, 09:00 EST. 6.2 Questions regarding Section 3.0 (Requested Information): Questions regarding Section 3.0 shall be submitted in writing by e-mail to se_transformation@navy.mil. Please start the subject of the email with "SET RFI Section 3.0 Requested Information Questions". The Government requires questions in regards to Section 3.0 by 01 March 2018, 09:00 EST. Questions from the contractor shall NOT contain proprietary or classified information. These questions, along with questions received during industry day, will be posted with answers in the Federal Business Opportunities (FedBizOpps) website. 7.0 Summary This announcement constitutes an RFI issued pursuant to FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes. The information provided in this RFI is subject to change and is not binding by the Government. NAVAIR has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Reminder: Any information provided to the Government as a result of this RFI may be used either directly or indirectly to modify and develop NAVAIR acquisition processes and/or policies.
