- Description
- This is a pre-solicitation notice in accordance with FAR 5.204, to publicize the planned sole source actionfor sustainment support services for the AN/VSQ-6B Vehicle Optics Sensor System (VOSS). The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform repair services. The VOSS is a remotely-controlled, gyro-stabilized, telescoping, high-resolution, zoom capable multi-sensor (daylight camera, night vision camera, thermal imaging camera) surveillance system that uses existing commercial camera technology. VOSS is an enabler/modular payload capability for the Medium Mine Protected Vehicles (MMPV) Type I and Type II supporting route and area clearance, and Explosive Ordnance Disposal (EOD) and Chemical, Biological, Radiological, Nuclear and high yield Explosives (CBRNE) Response Team operations. VOSS has been fielded in Operation Enduring Freedom (OEF) and Major Army Commands, on various variants of the Mine Resistant Ambush Protected (MRAP) Vehicle fleet. These support systems will be in support of the following NSNs: Nomenclature Part Number NSN Lens, Camera General (Canon Lens) 025-2085-000 6760-01-614-4061 Display Unit (Avalex Monitor) 100-4124-000 7025-01-623-6479 Range Finder, Laser (Mast Height, Laser) 300-0003-000 1240-01-615-6246 Range Finder, Laser (LRF Thales) 330-3600-380 1240-01-645-9143 The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to award a sole source, 5 year IDIQ Contract in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The sole source procurement will be negotiated with and serviced by Lockheed Martin as they are the sole provider, repairer, and original equipment manufacturer for AN/VSQ-6B Vehicle Optics Sensor System (VOSS). The Government does not posses a Technical Data Package (TDP) for AN/VSQ-6B VOSS. The technical data for this item is proprietary to Lockheed Martin. The place of performance will be at the contractor's facility. The North American Industry Classification System (NAICS) Code for this procurement is 334511 and the Product Service Code (PSC) is J058. The synopsis is provided for informational purposes and is not to be considered a request for proposal (RFP). This is NOT a request for proposals, is NOT an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this notice. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if revived by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. A pre-solicitation conference is not planned.
