- Attachment B - Past Performance Questionnaire Attachment A - SOW Solicitation Nr. 70Z08018Q21067N00 United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line has a requirement on a sole source basis to procure a Model B, Twin Pivot Dual Point Davit, Model Nr. TW.PIV 5.0B. Pursuant to FAR 6.302-1, it is anticipated that a non-competitive contract shall be awarded to the Original Equipment Manufacturer (OEM), Welin Lambie Limited, as a result of this synopsis/solicitation. It is the Government's belief that Welin Lambie Limited is the only known source that can manufacture the required product in accordance with OEM design specifications, material requirements, and standards, ensuring compatibility with the existing onboard equipment. Concerns that have the expertise and required capabilities to provide the TW.PIV 5.0B davit are invited to submit an offer, demonstrating their capabilities in accordance with the requirements stipulated in this synopsis/solicitation. Drawings, specifications, and other technical data are proprietary to the OEM and cannot be furnished by the Government. The Government intends to award a Firm Fixed Price contract.
